CHAI Senior Program Manager, Access Programs Job Vacancy in Lilongwe, Malawi



Overview:

The Clinton
Health Access Initiative (CHAI – formerly the Clinton HIV/AIDS Initiative)
under the leadership of former President William Jefferson Clinton III, has
worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to
work with governments around the world to further turn the tide on the disease
by building the systems needed to deliver care and treatment.
In 2005,
CHAI signed an MOU with the Malawi government to strengthen health systems in
the most challenged districts, provide national support to HIV/AIDS drug
pricing and programmatic work, support the pilot and scale-up of prevention of
mother-to-child transmission of HIV (PMTCT) initiatives, expand access to ART
for children, strengthen the Malawi’s Lab system, and scale-up an integrated
nutrition program for children. CHAI’s support to Malawi has expanded to
include Human Resources for Health, Vaccines (pneumococcal and rotavirus), and
Health Financing.
To support
CHAI’s undertaking in partnership with the Malawi’s MOH, CHAI is seeking a
dynamic and self driven individual of high integrity to fill the position of
Senior Program Manager, Access Programs for its operations in Malawi with
immediate effect.
Position
overview:
Based in
Lilongwe, the Senior Program Manager, Access Programs (SPM) will report
directly to the Country Director and oversee all programs falling under the
Access Cluster (HIV Systems, Malaria and Community Case Management, Access to
Medicines and Supply Chain, Reproductive Health and Human Resources for
Health). Collectively, the Access Cluster is made up of twelve full-time
programmatic national and expatriate staff working across the health sector to
help Malawi ensure improved nation-wide access to critical medicines,
diagnostics, health products and other resources (i.e. health workers).
This is a
challenging, but very rewarding position that will have direct impact on tens
of thousands of people in need of essential health services and life-saving
interventions. It is an opportunity to work closely with a government that is
committed to finding opportunities to scale access to life-saving medications,
health products and other resources for the betterment of the people of Malawi.
Responsibilities:
As a
representative of CHAI, the SPM will:
  • Develop program strategies and goals with
    Program Managers, Country Director and Deputy Country Director to ensure
    programs are meeting the priorities of MOH;
  • Support programs in planning and executing
    programmatic initiatives, achieving program objectives and meeting budget
    requirements;
  • Develop major work streams with Program
    Managers, provide guidance in their implementation and review major pieces
    of work prior to dissemination;
  • Ensure programs are leveraging expertise,
    relationships and other commonalities across programs within the Access
    Cluster and across other functional components of the organization;
  • Assist Program Managers in identifying human
    resources needs and assist in recruiting and staff development;
  • Develop new relationships and strengthen
    existing ones with MOH and partners that would be beneficial to programs;
  • Provide in-depth and high-quality technical
    assistance to the government;
  • Coordinate efforts with CHAI Malawi’s
    partners, and identify and establish new partnerships as necessary;
  • Maintain a thorough understanding of the
    HIV/AIDS, malaria and TB landscape and overall health systems priorities
    and gaps throughout the country;
  • Maintain appropriate bi-directional
    communication and information flow with HQ to ensure the CHAI Malawi’s
    capabilities are being fully leveraged on the ground.
  • Evolve, develop, and expand the position to be
    a highly valued and trusted asset in CHAI and Malawi; and
  • Represent CHAI Malawi among health donor and
    development partner groups, technical working groups and similar forums as
    a trusted advisor to the government.
Qualifications:
CHAI Malawi
is seeking a tenacious manager, role model and team player who demonstrates
exceptionally high performance and harnesses the same from a diverse, talented
and dynamic team based in Malawi. CHAI Malawi requires of the SPM position:
  • A minimum of 5 years’ experience in private or
    public sector enterprise, with increasing levels of responsibility and
    leadership;
  • A Bachelors’ degree from a high-calibre
    institution, a Masters’ degree in Business preferred;
  • Experience conceiving, planning and executing
    programs or projects with verifiable results;
  • Ability to navigate complex government
    processes with multiple influencers, and effective at negotiating and
    achieving consensus;
  • Proficient with working on highly complex
    problems without extensive structural or operational support;
  • Equally adept and comfortable from a broad
    strategic perspective and able to drill down to a very granular level of
    detail;
  • Able effectively to lead and manage in a
    fast-paced and changing environment, both internally and externally;
  • Seasoned operator who knows how to get things
    done – on time and on budget;
  • Strong analytical skills and insight;
  • Ability to work within budgetary constraints
    typical in a small organization;
  • Knowledge of HIV/AIDS and health systems
    desired (but not required);
  • English language fluency, both written and
    verbal, required. Knowledge of additional languages of Malawi a plus;
  • Professional experience in Malawi a
    significant advantage;
  • Excellent business-oriented verbal, visual,
    and written communication skills
