PSI seeks an experienced Chief of Party to plan and coordinate all activities
under an anticipated multimillion USAID-funded project for HIV/AIDS prevention
services, and Orphan and Vulnerable Children (OVC) and care services at the
community level in Malawi. The project will have a strong focus on adolescents
and OVCs, discordant couples, mothers and People Living with HIV/AIDS (PLHIV).
The Chief of Party (COP) should have significant leadership, management and
international development experience; a demonstrated track record in
successfully managing government relations; a commitment to capacity building;
a strong interest in private sector approaches to development; and experience
successfully implementing international health programs centered around social
marketing, behavior change communications, HIV/AIDS care, OVC and treatment at
the community level. This position will be based in Lilongwe, Malawi and will
report to the Country Representative in Malawi.
RESPONSIBILITIES:
- Serve
as main point of contact/representative for the project to USAID, PEPFAR
Malawi and the USAID Mission Director in Malawi. - Facilitate
senior level policy and dialogue with the Ministries of Health, other
donors and partners. - Ensure
the effective use and coordination of USAID resources and the compliance
of the financial systems and controls with USAID standards. - Lead
internal and external program planning and reporting including annual work
planning with sub award partners. - Provide
effective guidance and support to technical members of the in-country
management teams and staff assigned to the project. - Ensure
sound financial management including programmatic budgeting, spending
projections and monitoring of payments. - Ensure
high-quality periodic reporting in line with USAID and PSI requirements
(Quarterly and Annual Status reports, quarterly financial reports, etc…). - Oversee
the establishment of a comprehensive monitoring and evaluation system for
timely response to donor/government requests for data. - Perform
other responsibilities as requested by the Country Representative.
QUALIFICATIONS: - Masters
degree in public health, social sciences, international development or
related field. - 15+
years experience successfully managing and leading evaluations/research
programs for complex international public health programs funded by USAID
or international projects in Africa, ideally in the Eastern/Southern
Africa region. - Preferable
previous experience as a USAID Chief of Party for a USAID funded HIV/AIDS
program. - Demonstrated
ability in the concepts, principles, methods and techniques of delivering
public health programs for HIV/AIDS and OVC and care services at the
community level. - Demonstrated
skills in effectively negotiating with host governments, donors, UN
agencies, other USAID projects local organizations and partners. - Broad
understanding of public health in Malawi. - Demonstrated
knowledge of USG/PEPFAR grant implementation. - Ability
to successfully recruit, train, develop and manage staff. - Ability
to manage agreements and all required programmatic and financial reporting
requirements. - Ability
to perform internal control functions to manage day to day operations of
the projects. - Excellent
interpersonal and communication skills. - Excellent
management skills. - Fluency
in English is required.
