Purpose of the post – Under the guidance of the
Chief of WAS and WASH Specialist this position will be accountable for
professional and technical contribution to programme design, planning,
administrat
ion, monitoring and evaluation of WASH in Institutions (WINS).
The role will require data analysis and progress reporting of the provision of
WASH services to high impact institutions such as health facilities, schools,
child care centers (CBCCs), nutrition programmes/feeding centers, markets and
other public institutions
Programme/Project Management – Provide technical
assistance to District Coordination Teams, NGO partners and private sector
partners to meet the national standards and comply with the WASH in Schools
strategy (i.e. comprehensive package, school-led total sanitation (SLT) and
school management committee (SMC) training in operation and maintenance) as
well as to strengthen their monitoring and supervision at institution or
community level
Ensure the availability of accurate, complete and up-to-date information
required for effective WASH in institutions programme and project design,
implementation, management, monitoring and evaluation, Draft sound ASH
programme budgets for review by the supervisor, including concrete steps to
enhance emergency preparedness and response
Programme Implementation Information and data –
Support the development of an implementation strategy or guidelines for WASH in
CBCCs and health facilities in coordination with Education, Child Protection
and Health Sectors
Act as technical guidance of technical instructions to target as many primary
schools as possible among the selected 100 CFS pilot schools and the Joint UN
Project schools to complement other sectors’ efforts to meet CFS standards with
WASH in Schools interventions
Work Plan and Programme Documentation – Analyse
collected data and information and prepare progress reports, draft changes in
WASH project work plans and assist in identification of required supplies and
equipment (for both development and emergency orientated activities) as well as
in the drafting of Country Programme Recommendation and other programme
documentation, assuring accuracy and consistency with established rules,
regulations and plans of action
Programme Efficiency and Effectiveness – Enhance
programme efficiency and effectiveness through evidence base approach and
implementation follow-up, including monitoring UNICEF inputs , local conditions
and resources, flow of supply and non-supply and emergency assistance and WASH
programme status
Support the roll-out of the National School Sanitation Standards and provide
operationalization guidance to DCT, NGO and private sector partners
Design and prepare advocacy materials for increased govt budget allocation to
the WASH Sector, particularly WASH in institutions
Knowledge Sharing – Reinforce advocacy and capacity
building for implementing partners and community members in human rights,
gender and equity
Compile WASH programme implementation, preparedness, training and orientation
materials to promote knowledge sharing with counterparts, WASH sectoral
stakeholders, donors and media
Communication and Networking – Ensure the effective
communication and networking developed and maintained through partnership and
collaboration , collaborate with Operations to staff to implement internal
control systems and resolve day-today issues or discrepancies in financial or
supply management, Team with local Govt and sectoral stakeholders counterparts
to exchange information on WASH programme implementation, status, capacity and
risk mapping, preparedness as well as movement, prepositioning and distribution
of supplies, Coordinate with members of the development community including
NGOs, UN and bilateral agencies in the exchange of information relating to WASH
sector , Where appropriate support the IASC WASH Cluster during preparedness
and response to emergencies
University Degree in a relevant field to international WASH related development
assistance, Additional training in Health Education or Communication for
development (Programme Communication), an asset
2 yrs of professional work experience in the UN or other international
development organisations or private sector and national govt and field work
experience, Familiarity with Emergency preparedness and response (and the IASC
Cluster approach)
Fluency in English and Chichewa
Communication, Working with people, Drive for Results, Formulating Strategies
and Concepts, Analysing, Applying Technical Expertise, Learning and
Researching, Planning and Organising, Computer skills – various
office applications, Demonstrated ability to work in a multi-cultural
environment, and establish harmonious and effective working relationships both
written and outside the organisation, Initiative, passion and commitment to
