Program Development Specialist (PDS) – Lilongwe – 
Reporting to the Country
Manager, the position is available for 1 yr, with a possibility of extension
based on performance
As a member of the CPAR
country core program team, the Program Development Specialist will focus on
intelligence gathering, and pursuit of new opportunities and will work with the
Country Manage r- CPAR Mw and CPAR Canada on project design, and will write and
produce concept papers and proposals, responding to donor interests and
requirements, and based on robust contextual analysis on the ground

Implement CPAR’s Resource
Mobilisation Action Plan (RMAP), in close collaboration with the Country
Program Manager (Malawi) and Home Office (Canada), Oversee maintenance of
opportunity pipeline, proposal submission, and donor intelligence spreadsheet,
in coordination with CPAR home office, Collaborate with relevant colleagues (in
Malawi as well as Canada, Ethiopia and Tanzania) to maintain up-to-date past
performance references across CPAR’s key programming sectors, Lead research and
identification of potential donors (foundations, embassies, bilateral
organizations, corporations, INGOs , other non-traditional sources) and
proactively monitor websites and newspapers for useful information on donor
priorities, requirements, and funding opportunities, Develop specific plans for
preparing to pursue key opportunities as they become known, coordinating
closely with CPAR leadership staff on go/no-go analysis and decisions,
Collaborate with Country Manager and Finance staff to align management/cost components
of proposals: donor regulation and guidelines
Develop strong internal
review systems for project reviews before soliciting CPAR Canada approval for
submission, in collaboration with the Country Manager and programming staff,
Coordinate the submission of concept papers and proposals for review by Country
Manger and Programs team in Canada
Strong team player,
collaborates effectively with staff and stakeholders, Strong interpersonal and
networking skills, Sets clear goals and manages toward them, Manages financial
resources with integrity
Minimum of a Degree in
International Development/Development Studies, Project Management or relate
field, Minimum 5 yrs of experience working a program setting managing projects
and/or resource mobilization, Understanding of relevant funding strategies and
guidelines, including proposal formats and requirements, similar experience
with large donors highly desired, Demonstrated capacity in establishing and
maintaining strong working and representation relationships with international
and local NGOs, donors, govt officials, community organisations, and/or other
stakeholders in international development, Fluency in oral and written English,
Experience developing project proposals in similar funding and operational contexts
to those of CPAR’s, Familiarity with gender mainstreaming and able to integrate
meaningfully in program design, Demonstrated ability to provide leadership in
planning initiatives, Strong computer skills: Word, Excel, Outlook, Powerpoint
