The Ministry of Water development and Irrigation through the
national Water Development Program (NWOP) is rehabilitating/constructing Mpira
gravity fed rural piped water sully scheme to improve service delivery, as one
way of improving community involvement the Ministry in consultation with Balaka
District Council has set up a Water user Association (WUA) in the name of Mpira
Water Trust to operate and manage the scheme, The WUA will work hand in hand
with Balaka District Council in discharging its duties

wishes to recruit a Local Utility Operator to run the day to day operations and
maintenance of the water supply scheme on behalf of the Association

vacant position of a Local Utility Operator (LUO) tenable in Balaka, The LUO
will be hired on renewable contract basis depending on performance and will be
directly answerable to the WUA Board

Operating and managing
water supply and sanitation facilities of the scheme, Ensuring good quality
water at all times, Collecting water tariffs at an agreed time and charges,
Managing accounts, Providing regular and accurate monitoring reports on
performance to the WUA board, expanding distributing and water connections in
accordance with eh available systems development plans prepared by the WUA and
agreed by the operator, Planning, coordinating and implementing different
activities to ensure the efficient and sustainable distribution and use of
water supply and sanitation system, Assist in the community water and
committees (CWPCs) in the preparation of Facility management plan (FMP),
Preparing annual work plans and budgets for approval by the General Assembly,
Proposing tariff toe the WUA Board for approval by general assembly, Performing
any other duties as agreed with the WUA Board relating to operations and
management of the water supply system

A minimum of Diploma in
Civil Engineering, Irrigation, Engineering, Environmental Health and any other
relevant qualification obtained from recognised institution, at least 5 yrs
hands on experience in the management of a water supply scheme, They should be full
of integrity, mature, ad able to perform with minimum supervision, They should
not be less than 25 yrs of age, Computer literate MS Office, Word, Excel, Power
Point and AutoCAD, Those with knowledge of the community mobilisation and basic
accounting skills will have added advantage
