in monitoring and evaluation, including collecting and using routine data to
systematically assess and re-plan programme activities, Experience working in
reproductive health and family planning projects and added advantage,
Understanding of the specific issues facing youth in accessing reproductive
health services, Previous successful experience in the management of
multi-agency, multi-stakeholder collaborative projects, Experience in the
effective dissemination of research findings and the design, organisation and
management of large-scale learning events

Competence
with MS Office applications, including Word, Excel and Outlook, Flexible ,
creative and solution oriented approach in an innovative environment, Strong
team player, able to develop and maintain effective working relationships
within a distributed and dynamic team, Sensitivity to cultural differences and
the ability to work effectively across a wide variety of cultural contexts,
Strong skills in interpersonal communications, able to work effectively with
multiple stakeholders in  a complex, multi-actor environment, Strong
skills in written communication, including effective report writing, Strong
facilitation skills, including the design and management of effective
trainings, workshops and meetings with diverse participants, Solid
organisational skills, the ability to be flexible and work well under pressure
Assesses
and reports any security incidents in the BLMs policy Ensures that all relevant
BLM policies and procedures are followed, including logistics, transport,
security and finance, Implements audit recommendations applicable to the
project, Ensues security and appropriate use of project and BLM assets, Ensures
that project requirements and supplies are planned for and ordered
in  a timely and coordinated manner, Prepare procurement plans and
monitor procurement processes, Ensures compliance with applicable donor rules
and regulations, including familiarising all relevant project staff and
partners to these, Provides technical oversight and guidance for implementation
of project activities, ensuring high quality programming that incorporates
relevant best practices, Coordinates the elaboration of work-plans, the
implementation of field activities and monitors progress towards project
objectives as per agreed timeframes, Leads the design and implementation of
monitoring and evaluation activities, including appropriate log-frame, baseline
data collection, ad collection of routine monitoring data, Uses monitoring data
for tracking programme performance and decision making, Plans and conducts
quarterly and annual programme review meeting to assess progress, adjust plans,
and draw/disseminate lessons learned, Writes monthly/quarterly/annual
comprehensive programme progress reports, Prepares and submits annual and
quarterly plans as per established schedules, With project staff, regularly
reviews progress against set targets, and adjusts targets, strategies,
resources and delegation of responsibilities to ensure appropriate progress
toward project objectives, Organises the implementation process of all set
targets planned for the project with respective supervisors, experts and other
relevant staff working within program depts., Continuously assess projects
context, assumptions and changes in the working environment to ensure that the
project focus, strategies and activities remain relevant and to proposed
adjustments when needed
Position is
to provide overall leadership and coordination for ensuring the implementation
and accomplishment of the objectives of the project under his/her
responsibility in line with BLM vision, goals, and program principles,
standards, approaches and Strategic Plan, will oversee the start up and
implementation of the DREAMS project in Zomba
