The
Bureau for Institutional Reform and Democracy (BiRD) is currently looking for a
National Senior Accountability Expert for a short-term mission for the Support
to the Malawi Parliament as part of its on-going DGP programme in Malawi (10th
EDF).
The
requested services for all experts will i

nvolve working closely with the Malawi
Parliament, specifically with the Office of the Clerk of Parliament and
parliamentary staff assigned to this mission, and the DGP-TFU.

Position
5 – Component 3/Expert 1: National
Senior Accountability Expert
Qualifications
and skills:
  • University
    degree in law, economics, finance, political science, public/business
    administration or related field or more than 10 years of practical
    experience in relevant fields.
General
professional experience:
  • At
    least 8 years of relevant work experience, including demonstrable
    experience in financial accountability, public financial management,
    anti-corruption, or other relevant financial management fields.
  • Experience
    in leading training and facilitation events.
Specific
professional experience:
  • Proven
    experience in designing, managing or evaluating transparency and
    accountability mechanisms in public or private institutions.
  • Experience
    in the design and/or implementation of public sector reform strategies in
    the Malawian context, with a particular emphasis on institutional capacity
    building and accountability.
  • Previous
    experience of drafting or creating anti-corruption strategies for private
    or public sector institutions in developing countries an advantage.
  • Knowledge
    of the Democratic Governance Sector in Malawi will be an added advantage.
The
foreseeable consultancy period is 22 working days. A start of the field
activities is not likely before July 2016. The overall period of implementation
for the Support to Parliament is around 6 to 7 calendar months, from June/July
to December 2016.
