The City of Vancouver (‘COV’) in partnership with Vancity is launching a new program aimed at improving energy efficiency in homes in Vancouver. The Home Energy Loan Program (‘HELP’) will provide low interest loans to homeowners to cover the cost of select energy efficiency retrofits. The Program Coordinator will support the roll-out of the program and provide ongoing customer service and public engagement for the duration of the one year pilot program. The Program Coordinator will report to the Project Manager (Light House).

RESPONSIBILITIES

The Program Coordinator will be responsible for undertaking the following tasks:
• Training and point of contact for program partners (City of Vancouver 311 call centre operators, ecoENERGY auditors and other program partners and agents)
• Act as a liaison on an ongoing basis between program partners and extension agents.
• Create and deliver workshops to engage the public in the HELP program and recruit new participants.
• Answer enquiries via phone or email regarding the program.
• General outreach and engagement by attending trade shows and community events
• Customer support acting as the first point of contact for HELP participants who have questions about the program, how the program works, or their status in the program.
• Review home energy assessment reports generated by ecoENERGY auditors.
• Some administration, filing, and data collection will be required as it relates to administration and monitoring of the program
• Other tasks that may arise throughout the duration of the contract.

QUALIFICATIONS

The successful candidate should be familiar with the following:
• Environmental sustainability and energy efficiency concepts
• Home energy efficiency retrofits including heating and hot water equipment,
insulation and weatherization;
• The City of Vancouver’s greenhouse gas reduction targets as they relate to buildings;
• The ecoENERGY audit process;
• Provincial and Federal energy efficiency incentive programs;
• Finance and basic loan structures and agreements;

In addition, the coordinator should:
• Have experience in community-based social marketing and public engagement
• Be well organized and self-directed
• Have excellent presentation and facilitation skills
• Familiarity with website content management an asset

The success of the position will be judged a combination of the following:
• The ability of the coordinator to drive participation in the program,
• creating a positive impression of to the program in the community and
• raising awareness of its existence

The position will be 30 hours per week for a 12 month contract commencing October 1, 2011 and ending September 31, 2012 with an option to renew the contract for one (1) additional year at the sole discretion of Light House. Evening and weekend work will be required..
