and behavior change communication, advocacy, reproductive health research, and
community mobilization. SFH’s donor platform is USAID, Global Fund, DOD and
other numerous donors.

SFH
Rwanda has successfully implemented a 5 years (2012 – 2017) USAID funded
project named Rwanda Social Marketing Program (RSMP) and the project has been
extended for 2 years (2018 – 2019) to further increase the project’s impact.
The goal of the program is to improve the health of Rwandans by improving
opportunity, availability and motivation for healthy behavior and use of health
products and services.  
 SFH
Rwanda would like to recruit a Health & Social and Behavior Change
Communication (SBCC) Technical Advisor to continue ensuring strong Health and
SBCC programming and implementation.
JOB
SUMMARY:
The
Health & Social and Behavior Change Communication (SBCC) Technical Advisor
will be a senior member of the RSMP project team and work with key health
partners particularly the Ministry of Health (MoH), departments within the
MoH/Rwanda Biomedical Centre (RBC), local NGO partners, community
organizations, USAID and other stakeholders to achieve the implementation of an
integrated health communication program encompassing HIV/AIDS, malaria, maternal
and child health (MNCH) and family planning and reproductive health. The Health
& SBCC Technical Advisor provides guidance to ensure that program
implementation adheres to appropriate technical standards and guidelines and
that programs are technically sound.. This position plays a key strategic role
in the Rwanda Social Marketing Programme (RSMP).S/he reports to the Chief of
Party.
ROLES
AND RESPONSIBILITIES:
The
roles and responsibilities include the following:
  1. Provides
    technical assistance to develop and implement health communication
    strategies for HIV/AIDS, MNCH, malaria, family planning, reproductive and
    HIV/AIDS prevention programs in all phases from formative research,
    through design, media and materials production, community mobilization and
    evaluation.
  2. Responsible
    for sharing best practices and contribute to the knowledge base through
    participation in scientific forums and national technical working groups
    (NTWG) within MoH, other networks.
  3. Completes
    detailed strategy write-ups, work plans, and delivers quarterly reports
    and all other reporting requirements.
  4. Develop
    or review technical resource materials (e.g., training materials, SBCC
    plans, strategy documents, job aids) and programming tools to support meeting
    Project objectives.
  5. Conduct
    formative research for messages and materials development
  6. Provide
    technical assistance to Ministries of Health and local government at all
    levels and implementing partners, and support documentation of such
    activities
  7. Work
    with partners to design communication and messaging content.
  8. Strengthen
    capacities of government and other partners to develop and manage health
    communication activities.
  9. Build
    the capacity of technical staff to implement the Rwanda Social Marketing
    Program, through coaching, training, leadership development and shared
    oversight of activities;
  10. Build
    local capacity of the SFH Health Programs team in design, implementation
    and evaluation of SBCC programming
  11. Engage
    collaboratively with relevant government departments to enlist their
    support for RSMP objectives and ensure its goals and approaches remain
    aligned to public health policy and support national public health impact
    targets (SDGs, long-term health plans etc.);
STATUS:
Full-time
position, based at SFH Head Office.
QUALIFICATIONS:
  • S/he
    has at least 10 years of experience in relevant areas.
  • Master’s
    degree in health communications and or public health management.
  • Knowledge
    and experience in health education and behavioral change communication is
    required.
  • A
    minimum of 5 years’ experience of leadership and management of SBCC
    interventions.
  • Experience
    in developing and implementing a behavioral change communication strategy,
    focusing on creating demand for community and facility-based health
    services.
  • Experience
    in designing and implementing health (RH/FP, MCH, HIV/AIDS, Malaria,…)
    projects that include a strong behavior change communication component.
  • Guiding
    and providing technical and project members of staff working on Social
    Behavioral Change Communications activities.
  • Proven
    experience in developing behavioral change communication tools and
    materials.
  • Proven
    experience in monitoring and evaluation of health promotion interventions
    and operational research experience.
  • Experience
    with USAID programs/projects
  • Knowledge
    of USAID and other large donor agency rules and regulations.
S/he
will be outcome oriented, able to manage multiple priorities at a time, and
able to keep moving with minimal day-to-day supervision. Preference will
strictly be given to candidates who have effectively managed USAID projects.
