CHILD
SAFEGUARDING:
Level
3: the role holder will have contact with children and/or young people either
frequently (e.g. once a week or more) or intensively (e.g. four days in one
month or more or overnight) because they work in country programs.
PURPOSE
OF POSITION:
The
role of the communications officer is to support the production and development
of communications materials that are necessary for communication with
beneficiaries, partners, donors, government and stakeholders. The post-holder
will help with content gathering in the field, translations, donor/media field
visits, humanitarian situation report and monthly updates production. The
communications officer will also be 25% based in Kigali to support other
programmes outside of Mahama.
In
addition, the communications officer will support the country office in
organisation of events in communities as required by his/her line manager.
KEY
AREAS OF ACCOUNTABILITY:
Media
Engagement:
  • Actively
    engage the local media to raise Save the Children’s public profile and
    spread messages from Save the Children that can help influence policy
    makers and gain acceptance from the general public and beneficiaries
  • Produce
    key messages for national spokespeople across all programs in Save the
    Children as required
  • Support
    local media engagement in humanitarian crises
  • Conduct
    regular media monitoring of the local media on what is being reported on
    key issues related to children and Save the Children
  • Organise
    and support media field visits
External
Communications
  • Produce
    accurate, clear and consistent information and communication outputs that
    highlight the development situation in Rwanda, including case studies,
    feature stories, blogs, multimedia materials and any external marketing
    materials.
  • Actively
    participate in the social media conversation on the situation in Rwanda,
    through Facebook and Twitter.
  • Support
    good external representation of Save the Children through marketing
    materials and the management of Save the Children’s website.
  • Ensure
    brand compliance in all communications materials produced
Internal
Communications
  • Produce
    accurate and interactive internal communications materials for Rwanda CO
    staff and the wider Save the Children organisation, on One Net,
    newsletters and other materials as outlined in the communications
    strategy.
  • Ensure
    that newsletters are printed for the noticeboard in the country office
  • Support
    the development of communications materials for internal staff activities
  • Lead
    the production of humanitarian situation reports in Mahama Camp
  • Lead
    the production of monthly updates for the humanitarian response in Mahama
    Camp
Campaigning
  • Support
    the Every Last Child campaign efforts through raising public awareness on
    child survival issues, through popular mobilisation events, high level
    advocacy events and media collaboration
  • Support
    campaigning work across Save the Children’s development programs
Events
  • Host
    donor/member trips as necessary
  • Help
    organise external events for the country office as necessary

QUALIFICATIONS
AND EXPERIENCE:
  
Required
  • Bachelor’s
    degree (preferably in communications).
  • At
    least 1 year of experience in the public relations, communications,
    journalism, or the equivalent.
  • Good
    understanding of the local media, prior experience working in the media
    industry preferred
  • Excellent
    relationship building skills in order to work with multiple stakeholders
    and grantees in the field
  • Excellent
    language skills (written and spoken) in Kinyarwanda and English
  • Excellent
    communications and relationship building skills with children in order to
    gather good case studies
  • Familiarity
    with digital and social media
  • An
    initiative-taking, proactive, inspiring attitude with the ability to
    manage and prioritise an unpredictable workload and solve problems quickly
    with limited support
  • Excellent
    IT skills, especially in Microsoft Office
  • Politically
    and culturally sensitive with qualities of patience, tact and diplomacy
Desirable
  • Ability
    to take quality video and photographs; proficiency with Adobe programmes
    including Photoshop, Premieres and InDesign
  • Experience
    working in an international NGO

    which all staff members must adhere to.
