INTRODUCTION
WaterAid’s
vision is of a world where everyone everywhere has safe and inclusive water,
sanitation and hygiene services. In September 2008 WaterAid committed to
establishing a presence in Rwanda in order to scale up efforts to realize this
vision and was officially registered in 2010. Since that year, WARw has reached
more than 40,000 people with clean water, more than 10,000 people with improved
sanitation and more than 45,000 people with hygiene behavior change
communication messages through a community-led environmental health promotion programme.
WARW engages in partnerships at district and national levels to demonstrate
workable and sustainable WASH technologies and management approaches, to gather
evidence and information that help in decision making, to ensure the
coordination of stakeholders and the monitoring of performance and to build the
capacity to deliver sustainably WASH services at different levels. WaterAid
Rwanda Country Programme has developed its five year strategy for 2016-2021. We
intend to become a knowledge broker organization and a champion of cross-sector
collaboration to achieve sustainability of access to WASH. Our areas of focus
in supporting the national WASH strategies and plans will include the capacity
to deliver inclusive and sustainable WASH services, the WASH sector performance
monitoring and the integration of development sectors.

PURPOSE
OF THE ROLE

Reporting
to the Country Representative, you will provide strong and strategic leadership
to the country programme. The Head of Programmes is required to work closely
with the Head of Policy, Research and Advocacy to define programs content and
goals. As a member of the Senior Management Team (SMT) in Rwanda, you will be
required to ensure the proper implementation of programme strategies and plans
and coordinate a broad spectrum of programmes, stakeholders and geographies,
while leading the closure and/or transfer process of programs to partners or
agencies and contributing to the implementation of WARw’s strategy in country.

quality programme delivery that is consistent with WaterAid values, mission and

Under
the supervision of the Country Representative, you will be responsible for the
coordination of cross-border programmatic themes, project and programme
planning, management, monitoring/evaluation and reporting. You will also
be responsible of proper grants management by working closely with finance and
fundraising teams to ensure compliance with internal processes and donor
requirements.

- Contribute
to the Country Programme Strategy development and reviews - Contribute
towards national and regional decision-making as member of the Country
Senior Management Team - Establish,
reinforce and maintain relationships with other organizations working in
the
WASH sector, non-WASH development organizations,
academic and research
Institutions, media, private operators, and others
in order to have information and advice
about major issues and a feedback on research
findings
- Suggest
continuous improvements to WARw prorgramme of work that addresses
blockages to universal access at local,
national or pan African level
- As
a member of the SMT, actively engage at SMT and regional level of
programmatic and
partnership management issues in pursuit of
the realization of WA’s strategic aims
Leadership and strategic support to programs
- In
close collaboration with the Head of Policy Research and Advocacy,
design/re-design
WASH programmes that help WaterAid Rwanda achieve its strategic objectives
consequently contributing to WA’s global strategic aims
- Coordinate
the development of Country Programme Operational Plans (CPOPs) and
budgets for WaterAid’s projects/programmes for service supply and advocacy in
Rwanda
- Ensure
quality in programmes, ensure programmes are well managed, completed on
time,
on budget and in line with WaterAid values, Health
and Safety, equity and inclusion
principles
- Suggest
and coordinate the consolidation of evidences from the demonstrative work
on
WASH services and technologies, identify and suggest innovative research and
analysis
which extend and shape the discussions towards the relevant sector
strengthening in
collaboration with the Head of Policy Research and Advocacy
- Identify
major risks to programming and ensure risk management is embedded in
programmes/projects plans to mitigate these
risks and to manage emergencies
- Strengthen
and own the system of collecting and managing data to generate
quantitative
and qualitative information necessary for effective
delivery of inclusive WASH interventions
and accountability
- Lead
on Data Reliability Audits (DRA) and Post Implementation Monitoring
Surveys (PIMS)
and implement recommendations
- Promote
integration of WASH in overall development agenda to ensure sustainability - Manage
and monitor programmes /projects budgets with support and collaboration of
Finance Manager
- Be
the point person and key source of information pertaining to the
programmes;
Document, roll out and implement the PMER system
appropriate to Rwandan context;
package and share lessons learned and case studies
for learning and continuous
improvement
- Represent
WARw in recommended Sector Working Groups (SWGs) and Thematic
Working Groups (TWGs) relevant to WARw
interventions.
Programs team and partnerships management
- Lead,
manage and motivate a team, by setting clear objectives for it and making
sure it
receives instructive feedback on its performance. This may involve
identifications of staff
needs, capacity gaps and coaching/mentorship as appropriate
- Lead
on partnership assessment and review program effectiveness to develop
and improved methods of working. - Manage
relationships and capacity building for Implementing partners and local
government officials for a strong and sustainable district wide programming
- Define
clear partnerships engagements strategies and ensure compliance with set
plans - Promote
the culture of dialogue and knowledge sharing among partners using
existing or
new strategies at district and national level to ensure that appropriate WASH
technologies
and approaches are taken to scale to sustainably improve access
