mission is to strengthen management of health systems and build health care
infrastructure. We accomplish our mission through three pillars of work:
  1. Advancing
    Health Management
    . Our team works with district and
    health center staff to provide hands-on technical assistance and
    supportive supervision in eight key areas: human resources,
    infrastructure, financial management, community health insurance
    management, pharmacy logistics, health information systems, planning and
    coordination, and information technology.
  2. Developing
    Health Infrastructure
    . We fill infrastructure gaps by
    initiating and overseeing the construction of state-of-the-art, modern
    health centers where they currently do not exist. Health Builders also
    works with existing facilities to become fully functional, ensuring
    quality health care for surrounding communities.
  3. Supporting
    Technology for Health
    . We work with partners on the
    ground to ensure that systems-level technology solutions are effective,
    sustainable, and scalable. Our aim is to increase access to health
    services for improved health outcomes through initiatives such as safe
    water sources, medical oxygen distribution and usage, and solar power at health
    facilities.
Position Overview
The
Monitoring and Evaluation Officer will be based in Kigali and primarily support
the Executive Director in assessing the impact of all programs. This is a key
role that will become familiar with our work across the organization and inform
strategic decision-making moving forward based on lessons learned.
Responsibilities
  • Support
    the monitoring and evaluation of programs, including:
    • obtaining
      ethics approvals as necessary for research
    • developing
      data collection tools and completing data collection and analysis
    • drafting
      evidence-based reporting
    • using
      evidence to inform interventions and outcomes
  • Work
    with staff to develop and streamline management intervention tools across
    six interventions districts. This area of work may include:
    • Developing
      and improving data collection and management systems at the district,
      health center, and/or hospital level, with a focus on key health
      indicators, ensuring regular, high-quality data collection and analysis,
      and timely, strategic response to reporting
    • Devising
      or improving systems for management of drug and equipment supplies,
      including forecasting, procurement, and distribution
    • Working
      at the district hospital and health center level to evaluate and improve
      systems these facilities use to manage and organize their finances and
      accounting
    • Working
      with mutuelles (local community-based health insurance schemes) to
      create management systems designed to ensure that the population has
      financial access to health services
  • Assess
    management systems at the district and health center level:
    • review
      status reports, which include supply chain management, budgeting,
      forecasting, strategic planning, and reporting
    • work
      with staff to develop strategies to improve those systems
  • Build
    technical capacity among staff, including but not limited to Excel
    fluency, quantitative and qualitative analytical capabilities, accounting
    skills, and planning capabilities
Required Skills and Experience
  • Strong
    analytical skills, particularly in quantitative analysis and/or
    biostatistics
  • Experience
    in community based training or assessment programs
  • Ability
    to work as part of a team, but also capable of working independently and
    taking self-initiative, without significant oversight
  • Prepared
    to travel extensively in-country
  • Comfort
    living and working in rural, low-resource settings
  • Extraordinary
    flexibility and innovation in unexpected situations
  • Proficiency
    in Microsoft Office (Word, Excel, PowerPoint, etc.)
  • Proficiency
    using email
Preferred Skills and Experience
  • Master’s
    degree in public health, preferred coursework in epidemiology,
    biostatistics, statistics, etc.
  • Knowledge
    of quantitative and qualitative analysis methods
  • Strong
    interest and prior experience in global public health programming,
    particularly in primary health and maternal and child health initiatives
  • Prior
    exposure to global public health and/or development issues; past
    experience living in Africa or other resource-poor settings
  • Strong
    interpersonal, organizational, coordination, and communication skills
    (inclusive of verbal, written, listening, presentation and facilitation
    skills with comfort in a training role)
  • Ability
    to work in French
  • Experience
    using QuickBooks and/or database management software
Fellowship Logistics
During
the fellowship year, all fellows are provided with:
  • A
    living stipend of $650/month
  • Housing
    and utilities
  • Health
    insurance
  • A
    professional development grant of $600
  • An
    award of $1500 upon successful completion of the fellowship year
  • Travel
    costs covered to and from placement site, training and retreats
*Note:
The living stipend and the completion award may be paid out in USD or local
currency, as determined by the placement organization.
Living
and Working in Rwanda:
Fellows are provided with housing and
utilities during the fellowship year. Housing arrangements vary based on the
placement organization and location within the country. Fellows placed at
Health Builders will be provided with housing in Kigali, an urban center and
capital of Rwanda.
