The
Ministry of Gender, Children, Disability and Social Welfare (MGCDSW) has
embarked on a project to launch a Mal

awi National Child Helpline integrating the
3 child helplines operated by civil society organisations in the country, To
facilitate improved service delivery and enhanced data management of the
National Child Helpline programme, the Ministry if establishing a National Hub
to coordinate the various stakeholders implementing Child Helpline in Malawi,
At a stakeholder meeting convened by the MGCDSW, a national model for the
implementation of the child helpline was agreed, consisting of  national
(govt) hub in Lilongwe and 3 regional helpline call centres, that will continue
to be operated by civil society organisations, The govt will assume the
responsibility of collecting data from the call centres, providing technical
and capacity building support and also ensuring that the 116 toll-free
telephone number is made operational by all telecommunication providers in the
country, The data captured by the national hub on the calls made by children
and young people to the national child helpline will be used in making informed
policy decisions based on the rights, concerns and needs of children in the
country and listening to heir vouces, This will encourage child participation
at the national level of policy and decision making in the best interest of
children, The ministry will set up the infrastructure for the national hub and
appoint an officer as its manager, To ensure that the hub meets all its
responsibilities, the Ministry would like to engage an Administration Officer

The
Administrative Officer responsible for coordination will manage and deal with referral
issues brought to the notice of the National Hub by call centres and capacity
building activities, Also the official will be responsible for all technical
issues, e.g. the use of the 116 telephone number by call centers, cross
referrals between call centres and coordination with other govt depts. to solve
issues referred to the Hub
Under the
direct supervision of Manager of the National Child helpline hub
Develop an
administration strategy and tools, develop and implement milestones, workplans and
annual plans, develop and implement a business plan for the national child
helpline, Manage the financial resources and for the hub, Manage all referrals
and coordinating with referral service providers, Deal with all administrative
matters with the Ministry and call centres, Engage with call centers in
developing their administrative capacities, Identify the capacity needs of the
call centers, Arrange for capacity building programmes, Support the design and
implementation of fund raising tools, donor reports, Support all Monitoring and
Evaluation activities, Deputise for the Manager when required, Any other tasks
assigned by the Manager of the national hub in line with the capacity and role
of the UN Volunteer described above
Bachelor
Degree in Management, Those with a Masters degree will have an added advantage,
At least 3 yrs of progressively responsible professional work experience as an
administrative officer in a govt dept, civil society organisation or private
sector, Proven experience in developing and implementing workplans, annual
plans, P&L reports, balance sheets, proven experience in developing and
implementing business plans, Experience in ICT management, Knowledge and
experience of resource mobilisation preferred, Ability to organise and implement
capacity building programs at both national and partner levels, Ability to work
under minimum supervision
Capacity
to analyse and synthesize information, Good writing ability, converting data
analysis into reports, Ability to work independently with a high degree of
responsibility, in a flexible manner and often under pressure, Ability to
conduct interviews and trainings, Good communicating skills, Good understanding
of children’s issue s
Language –
English and Chichewa
