an anticipated USAID program to enhance civic participation in public policy
making and political processes in Rwanda. Local Rwandan professionals are

The M&E Specialist will report to the Chief of Party and will be
responsible for developing, revising, implementing, and overseeing the
program’s performance management and reporting system, including preparing and
updating the Performance Monitoring Plan (PMP), ensuring the accuracy and
effectiveness of calculation methodologies used in the PMP, establishing data
collection and management systems, coordinating with organizations, ensuring
data integrity, verifying data, preparing and submitting all required
performance reports to USAID in a timely manner. S/he will also be responsible
for providing technical assistance to CSO partners, grantees and beneficiaries.

DUTIES AND RESPONSIBILITIES:
Through close collaboration with the Counterpart Headquarters (HQ) Team, the
Monitoring and Evaluation Specialist will:
• Schedule, support and manage internal assessments and evaluations with the
purpose of assessing program impact.
• Assist external evaluators to implement independent program evaluations.
• Assist with the design and finalization of the program’s PMP.
• Provide regular performance information as part of the program’s PMP.
• Ensure the collection of quality data feeding into the PMP through sound data
collection methodologies and data tabulation/analysis, and by conducting
periodic data quality assessments.
• Manage the program’s inputs into Counterpart’s M&E database and
Management Information System.
• Work closely with the COP and HQ staff to review program performance and propose
adjustments.
• Ensure that staff at all levels of program implementation are trained and
prepared to fulfill their reporting roles.
• Coordinate activities between the field office and Counterpart HQ.
• Be responsible for conducting technical assistance and coordinating M&E
related workshops for CSO partners and participants as required.
• Guide and ensure the highest quality of program monitoring, evaluation,
reporting and communications.Requirements
QUALIFICATIONS:

University degree in M&E, public policy, economics, international
cooperation /development, or a related field required, advanced degree
preferred.
• At least six years of experience managing M&E for large-scale
international development operations, including experience designing and
implementing M&E results frameworks; developing PMPs, work plans and
indicators; and monitoring on-going programs for USAID or other large donor
organizations.
• Demonstrated leadership, supervisory and organizational skills.
• A high level of interpersonal and communication skills.
• Ability to work well in a team environment, as well as work effectively with
civil society organizations, donors, project staff, and other beneficiaries.
• Commitment to gender integration; practical implementation experience a plus.
• Familiarity with evaluation methods and standards under the USAID evaluation
policy.
• Strong interpersonal, presentation, and communications skills to meet the
diverse technical and managerial requirements of the program and to effectively
coordinate with a wide range of stakeholders.
• Prior experience in Rwanda, or East Africa, is required.

Counterpart International is seeking a Social Inclusion Specialist for an
anticipated USAID program that will enhance civic participation in public
policy making and political processes in Rwanda. Local Rwandan professionals

Working with civil society and media organizations, the program will aim to
increase civil society engagement and consultation in decision-making and
improve the environment for political participation and transparent elections.
With the Chief of Party (COP) and Counterpart team, the Social Inclusion
Specialist will ensure that gender and social inclusion is effectively
integrated into program activities, methodologies and approaches in a
culturally sensitive and results-oriented manner. The Social Inclusion
Specialist will also work with local partners to integrate gender and social
inclusion in their program design and activities as well as their
organizational structure and program management.
Social Inclusion is understood to mean: addressing the processes in which
individuals or entire communities of people are systematically blocked from
accessing or exercising rights, opportunities and resources (e.g., housing,
employment, healthcare, civic engagement, democratic participation and due
process) that are normally available to members of society and which are key to
social integration. Alienation or disenfranchisement is often connected to a person’s
social class, ethnicity, religion, educational, and gender status. Marginalized
populations can consist of any non-dominant population to include girls/women
and boys/men, but normally these tend to include the following: females; people
with disabilities; youth; ethnic and religious minorities; and the gay,
lesbian, bi-sexual, and trans-gender (LGBT) community.
The Social Inclusion Specialist has competent, extensive past experience
working on projects with a significant focus on gender integration and social
inclusion, to include carrying out gender/social inclusion analyses and the
development of action plans to integrate marginalized populations across a
program’s components. Additionally, the Social Inclusion Specialist will be
involved in the monitoring and evaluation process of gender and inclusion
related activities, including developing and ensuring good indicator reporting
and writing official reports.

DUTIES AND RESPONSIBILITIES:
Through close collaboration with the Counterpart Headquarters Team, the
Social Inclusion Specialist will:
• Conduct a gender/social inclusion analysis as part of the project assessment
team to identify relevant roles, gaps, opportunities, and power differences
among marginalized and mainstream populations, analyze why such disparities and
differences exist, and assess their potential impact on achieving program
objectives.
• Develop and support the implementation of a gender/social inclusion strategy
and action plan integrating findings from the gender/social inclusion analysis
into the program design.
• Design program activities that are sensitive to gender roles, including
sensitizing male and female stakeholders to the benefits of reducing gender
equality and engaging male support for female participation and leadership.
• Work with international and local partners, including sub-grantees, to ensure
integration of marginalized populations into their program design and
activities, as well as within their organizational structure and program
management.
• Work with program’s technical specialists to ensure that marginalized
populations are properly integrated into all events, capacity building
activities, and technical assistance to partners and assistance recipients.
• Increase the capacity of civil society organizations to advocate for the
rights of marginalized populations, as well as integrate attention to
gender/social inclusion in advocacy efforts on other issues.
• Contribute to the development of annual work plans, performance monitoring
systems and tools, and writing of progress, quarterly and final program
reports.
• Coordinate with and support the Monitoring and Evaluation (M&E) team in
establishing and implementing gender-sensitive monitoring, evaluation, and
reporting systems, including working with the M&E team to ensure data is
sex dis-aggregated and analyzed regularly.
• Use performance indicators and evaluations to capture effectiveness of marginalized
population integration strategies.
• Orient and train project staff on gender integration/social inclusion
sensitivity and approaches.
QUALIFICATIONS:
• Bachelor’s degree in gender studies, sociology, international development or
related field required.
• A minimum of five (5) years of progressively responsible experience working
on gender and/or social inclusion issues within community and civil society
development programs, preferably with USAID or USG programs.
• Excellent knowledge of gender and social inclusion issues in Rwanda including
social, political, and cultural gender norms and challenges.
• Excellent knowledge of the status of marginalized populations within Rwanda
and their engagement in social, political, and cultural realms.

With the support, and under the supervision of the Chief of Party (COP), the
Finance and Administration Manager will be responsible for all aspects of
financial project management as well as coordination of all financial
activities. The manager will have experience in the areas of: financial
management, accounting, negotiations, auditing, as well as USAID rules and
regulations governing financial and administrative management and program
oversight.

• Establish financial management systems, procedures and controls in compliance
with Counterpart and USAID policies.

anticipated USAID program to enhance civic participation in public policy

This position will provide overall grant management for Counterpart’s local
partners. With the support and guidance from the Chief of Party, Deputy Chief
of Party, and the Counterpart Headquarters staff, the Grants and Compliance
Manager will be responsible for the management and oversight of all program
grants, as well as provide guidance to grantees as needed. The Grants and
Compliance Manager will ensure effective management and monitoring of the
grants program, with a focus on compliance with USAID rules and regulations.
