Global
Communities in Rwanda is implementing a six year (2010-2016) Enabling Market Integration for Rural
Group Empowerment
(EMIRGE) funded under the USAID Cooperative
Development Program. The program aims to improve livelihoods of
Rwanda’s very poor in rural areas, by leveraging
the power of collective resources and facilitating strategic business
plans.  EMIRGE employs a market systems approach based on comprehensive
analysis of high potential agricultural value chains, integrating groups of
marginalized economic actors into the mainstream economy by linking them to the
services and markets that will drive their growth and expand each value chain.
 The EMIRGE program focuses on strengthening both the institutional
capacity and the social fabric of each cooperative, focusing on member driven enterprises
that raise incomes and resilience of smallholders.

Position
Description:
The
Team Leader for USAID EMIRGE-Rwanda is responsible for coordinating and
supporting the cooperative development staff in on the USAID Cooperative
Development Program Enabling
Market Integration for Rural Group Empowerment
, EMIRGE.  The
Team Leader will be responsible for the collaborative design, implementation,
and monitoring of cooperative development interventions and of the cooperatives
themselves.  S/he has primary responsibility for EMIRGE in
Rwanda, which directly supports 15 cooperatives
in
Rwanda and plays an advisory and technical
assistance role in the USAID/ISVP and Ejo Heza programs – as needed.  The
EMIRGE Team Lead reports directly to the EMIRGE Program Manager at Global
Communities’ headquarters in
Washington, DC.
Critical
to this position is a deep understanding of the cooperative business model and
background in working with cooperatives to strengthen their operations,
management, financial and governance systems.  Candidates interested in
this position should have at least 5 years’ experience working with
agricultural, service and consumer cooperatives to strengthen their business
goals and management capacity to achieve those goals.
Specific
Responsibilities:
The
Team Leader USAID/EMIRGE-Rwanda will specifically be responsible for the following;
  • Coordinate the development and
    implementation of the strategies and detailed work-plan for the EMIRGE
    program.  This includes coordination with a wide range of
    stakeholders in and outside of the program to support national policies
    and strategies for the advancement of cooperatives and to promote synergy
    with other relevant programs/services.
  • Promote with other partners
    cooperative business model, increase awareness on co-operatives and
    promote  the movement’s successes.
  • Support the development of
    guidelines, training curricula, and tools to support a range of
    cooperative strengthening initiatives.
  • Serve as the primary liaison for the
    Global Communities headquarters based EMIRGE Program Manager and
    collaborative partner between this multi-country award active in Uganda
    and Mongolia.
  • Provide training of curricula to the
    EMIRGE supported cooperatives, provide mentorship and targeted support to
    the EMIRGE supported cooperatives,
  • Support the collection, analysis and
    management of data/knowledge to track program progress and to provide
    recommendations for ongoing improvements.  This includes programmatic
    assessments, and providing regular and timely feedback.  This
    includes developing customized data for USAID specific reporting and it
    will require constant coordination with Global Communities Headquarters
    based Program Manager for the Cooperative Development Program
  • Develop learning documents and tools
    to improve cooperative businesses.
  • Supervise and mentor the staff to
    coordinate and manage a wide range of proven interventions.
  • Assist in the development of all
    program reports including monthly performance reports, background
    information to HQ for USAID semi-annual reports.
  • Assist Global Communities Finance and
    Administration towards meeting fiduciary responsibilities including
    monthly drawdown and financial reports. Provide HQ based Program Manager
    with accurate burn rate projections and
  • Represent Global Communities in
    technical meetings and other forums as requested.
Qualifications:
  • Rwanda national
  • Candidates should have at least 5
    years’ experience working with agricultural, service and consumer
    cooperatives to strengthen their business goals and management capacity to
    achieve those goals;
  • Bachelor’s Degree in cooperative
    business model, business administration, finance or other relevant
    background;
  • Demonstrated ability to provide
    training to cooperatives, business associations or other income generating
    groups;
  • This position requires understanding
    of Microsoft Word and Microsoft Excel;
  • Excellence in time management as
    EMIRGE management is located in Washington, DC;
  • Ability to be flexible with time
    schedule to allow for communication via Skype or other software with
    EMIRGE Program Manager;
Given
the nature of the work, and consistent with all Global Communities staff, Team
Leader EMIRGE-Rwanda will be expected to be flexible and may be asked to carry
out duties which are not specifically listed above. The job description may be
