Organizational Development Manager
CARE International in Rwanda is seeking to recruit an
Organizational Development Manager
to be based in Kigali (subject to
donor approval
).  Depending on the finalization of the program,
the final description of the position might change.

The Program
CARE is anticipating a donor-funded program in Rwanda
focusing on strengthening good governance, human rights, and social cohesion,
using multiple approaches including civil society capacity building, grant
making to initiatives promoting public and social accountability, and advocacy
and policy influencing to enhance GoR goal for inclusive development and
growth.
Job Purpose Statement
The Organizational Development Manager will be a
senior member of the program team. The primary responsibility of the position
is to provide high quality technical expertise on the organizational
development of local civil society organizations (CSOs), for them to become
strong, independent and well-respected parts of Rwandan civil society.
Duties and responsibilities
Although the detailed job description may change as
the program is being finalized, key duties and responsibilities are anticipated
to include:
  • Design and ensure quality implementation of an
    innovative  and participatory CSO capacity building program,
    including but not limited to:
    • Lead the set-up and effective functioning of a
      ‘CSO training and clearing house’ that will independently and beyond the
      program’s lifespan provide training to Rwandan CSOs based on their needs.
    • Lead the development and rollout of a CSO index
      and its tools, which will help CSOs identify their strengths and
      weaknesses on organizational and programming aspects, and that
      contributes to a strong and competitive civil society.
    • Design and facilitate needs-based and context
      specific trainings with the objective of strengthening CSOs in terms of
      internal governance, financial and accountability systems, program
      quality control and fundraising, using innovative and participatory
      capacity development approaches.
    • Provide hands-on TA and on-the-job mentoring to
      CSOs.
    • Provide support to networks and umbrellas of
      CSOs.
    • Build and maintain strong relationships with
      national civil society and government stakeholders.
    • Stay informed about the latest relevant global
      developments related to organizational development.
    • Contribute to the realization of CARE’s
      partnership vision as a ‘convener & facilitator’ of CSOs in Rwanda,
      including inputting best practices and experiences from the program into
      CARE’s wider programs in Rwanda.
    • Support the Chief or Party in the program’s
      strategic planning, gathering and analysis of M&E data and report
      writing.
    • Ensure open communication with the program team,
      both in Rwanda and in the UK.
    • Represent CARE Rwanda and the program team in national,
      regional, and global governance and CSO fora, influencing debate both
      externally and within the project/CARE’s program
Minimum requirements
  • Master’s degree in a relevant field (social
    sciences, development studies, or any other relevant field);
  • Minimum of 5 years working experience as
    technical resource person on civil society strengthening
  • Minimum of 8 years working experience in and with
    civil society;
  • Demonstrated experience as a trainer and
    facilitator;
  • Demonstrated strength in building and managing
    relationships with civil society and government partners;
  • Knowledge and understanding of the Rwandan
    context and culture, including the government structure and civil society,
    preferable working experience in Rwanda;
  • Fluency in English is required, preferable
    knowledge of French and Kinyarwanda.
