Devex French-Speaking Deputy Director Of Programs Job Vacancy in DR Congo

Devex is assisting a leading international relief
and development organization with identifying qualified candidates for the
position of Deputy Director of Programs to be based in Bukavu, South Kivu,
Democratic Republic of the Congo.

SCOPE
The Deputy Director of Programs (DDP) South Kivu provides leadership to and
oversight of the organization’s programming in five sectors of intervention in
South Kivu (Health, Community Recovery, Gender-Based Violence, Education and
Emergency Preparedness & Response). The DDP also works closely with the
Deputy Director in North Kivu to ensure holistic and quality support to
programming in both Kivu provinces in the sectors of Health, Gender-Based
Violence and Community Recovery.

REPORTING/SUPERVISION
The Deputy Director of Programs reports to the Kivus Provincial Director and
directly supervises five Program Coordinators who are responsible for the
direct implementation of programs and management of their program teams, as well
as the Grants Manager. This position has close working relations with the
Deputy Director of Operations (DDO) for South Kivu, the Deputy Director for
North Kivu, the Finance Controller, as well as Kinshasa-based technical staff.

RESPONSIBILITIES

Program Management – Implementation, Monitoring and Evaluation
Provide overall leadership and management to programs in South Kivu, ensuring
strategic program direction, managed growth and compliance with the
organization and donor regulations.
Working in collaboration with Program Coordinators and Technical Advisors in
DRC HQ, ensure that program implementation is managed closely through the
rigorous use of structured, updated workplans, spending plans, indicator
tracking sheets and approved monitoring & evaluation plans.
Provide supervision to Program Coordinators to ensure the financial health and
performance of each of the organization’s projects. Ensure expenditure within
each project is monitored on a monthly basis against spending plans, and that
well-structured corrective action is initiated and tracked where required.
Actively participate in monthly Grant Review Meetings, Grant Opening and Grant
Closing meetings.
Work in close collaboration to Program Coordinators, Technical Advisors in DRC
HQ and the Grants Team to ensure the development of timely, high quality and
regulation compliant activity reporting per organization and donor guidelines.

Strategic Planning & Management
Monitor program developments and determine strategic opportunities, working
closely with Kinshasa-based technical staff and the provincial management team;
Play an active role in the planning and execution of DRC country sector
strategies and advocacy strategies in relation to program areas;
Provide strategic leadership to the individual Program Coordinators to identify
and develop areas for improvement in program quality and foster synergies
between program sectors at the provincial level.

Program Quality & Development
Ensure the provision of appropriate technical assistance to portfolio sectors;
Play a key role in designing and implementing fundraising strategies and
project proposals in conjunction with the provincial and country leadership;
Ensure that program monitoring and evaluation systems are in place and adequate
to the task;
Provide a leadership and coordinating role on crosscutting programmatic issues
and questions of inter-sector program integration and collaboration, engaging
at both provincial and country levels.

Policies / Compliance
Coordinate with Grants Managers and provide support to the Grants Unit;
With the individual Program Coordinators, assume responsibility for executing
program activities and achieving contractual deliverables;
Review major compliance issues on grants and contracts within the portfolio
sectors.

Staff Development
Assist in developing job descriptions and recruiting sector staff (national and
international);
Identify staff development opportunities for senior sector staff;
Work with the Deputy Director for Operations South Kivu to ensure the appropriate
training of current staff and the comprehensive orientation of new staff;
Ensure that regular, high quality staff performance monitoring and evaluations
are conducted for all sector staff.

Liaison-Representation
Identify funding opportunities and track them.
Develop a sound understanding of programs to be able to professionally
represent the org and the its interests to implementing partners, the
government, and donors;
Assist the Provincial Director and Kinshasa-based Technical Directors in developing
a strong relationship with donors and in the development of appropriate
advocacy actions.

REQUIREMENTS
Minimum of 4 years’ work experience in a program management role, with several
of these being in an international NGO.
Experience in multi-sector program management (emergency context, education,
livelihoods, protection; community development reconstruction and managing
budget of $16M;)
Experience in emergency work such as RRMP, protection, CDR, education.
Project management, grant management, fundraising, project design;
Candidate already at the Deputy Director Program level;
Demonstrated ability for rapid analysis of very complex issues, strong
decision-making, and translation of programmatic priorities into operational
strategies.
Very strong computer skills (Excel, Word, PowerPoint, and Outlook);
Excellent human resource management skills, interpersonal skills,
cross-cultural communication and experience in managing a multi -ethnic team
Diverse background in programs, with strong understanding of emergency related
activities.
Willingness to travel extensively to visit field sites and endure basic living
conditions when travelling to these field sites.
Ability to work well in unstable security environments, and under intense
administrative and programmatic pressures.
Interest and ability in ‘big picture’ thinking and planning.
Someone that worked in an emergency context is a must; DRC and Africa
experience a big plus.
Language: Fluent French and English required.
