UNICEF Communication Specialist, Media and External Relations (Polio) Job Vacancy in Nigeria

Purpose of the Position

Under the overall guidance of the Chief of Polio
Communications, you will be accountable for the development, design, planning,
implementation and management of a proactive media engagement strategy for
polio eradication programme within the country programme and linked to the
National Social Mobilization Working group priorities.
 The
incumbent will take leadership in the proactive engagement of national, state,
local and regional media to build awareness and encourage buy in from at risk
audiences, key opinion leaders and policy makers; ensure packaging and
dissemination of culturally relevant targeted media messages to improve
visibility and strengthen education and understanding.
Key Expected Results
1. Strategic media and advocacy planning With
technical inputs from the Chief of Polio Communications and the Chief of
External Relations, provide overall guidance in the development and
implementation of the media and advocacy component of the national polio
communication strategy. This should be undertaken in close collaboration with
NPHCDA and partners. Strategies should be aimed at informing donors, policy
makers and the general public within the context of the polio emergency plan.
The incumbent will ensure effective partnerships through building and
maintaining relations with key Government departments, private sector, NGOs,
media, educational institutions and all strategic partners relevant to the programme.
2. Risk communications and collecting strategic
intelligence gathering Remains on top of all possible issues and rumors which
could impede the polio programme and develops/updates a risk communications
plan which can be immediately implemented in the event of a crisis
3. Strategic Partnerships for social mobilization
Identifies and builds strategic partnerships with key media organizations,
institutions, private sector, NGOs, etc to ensure polio eradication remains a
top national, state, and LGA priority.
4. Capacity building support Develops training
materials and activities to build capacity the capacity of journalists and
other media practitioners at the LGA, State and national levels. Also provides
spokesperson training to those individuals designated as spokespeople across
the organizations.
 5.
Coordination and collaboration with government and partners. Support government
agencies including the NPHCDA and the Ministry of Information to build a
database of media support materials which can be a quick and accessible
resource for information on polio and EPI.
6. Monitoring and evaluation Establishes a robust
system for monitoring the impact of media activities, including the tracking of
potential negative/threatening media
Qualifications of Successful 
Candidate Advanced
university degree in the field of Communication, Social Sciences, with
preference to those with studies in public health communication, mass media
studies, social mobilization and development communication and community
development.
  • Eight years of relevant work experience at
    national and international levels in field programmes including strategic
    communication. Practical experience in community-based research, social
    mobilization and development and project implementation. Experience in
    polio eradication is an asset. Fluency in English and another UN language.
    Knowledge of the local working language of the duty station an asset *A
    first level university degree with a relevant combination of academic qualifications
    and experience may be accepted in lieu of the advanced university degree.
