Finance and Administration Manager

Job Purpose:
The Finance and Administration Manager is responsible for overall professional and technical accounting and
administrative services for HFH Uganda. This position ensures that monthly, quarterly and annual financial statements are prepared. The position also establishes procedures and oversees daily accounting operations, and supervises the Accountant, the National Office Administrator, Assistant Accountants and ICT Officer.

Key Responsibilities:
1. Ensures that the Mission, Vision, Goals and Policies of HFH Uganda are followed.
2. Ensures that the management of fixed assets, payroll, budgeting, grant and fund accounting, mortgages receivable, as well as the purchasing of assets and equipment are in compliance with HFH International and local policies, procedures, rules and regulations.
3. Responsible for HFH Uganda’s accounting and reporting operations, including designing and implementation of financial and systems internal controls.
4. Responsible for ensuring that monthly financial statements, cash flow projections and analyses, management reports and quarterly reports are generated on time.
5. Reviews the monthly audit trail and reports and ensures that internal controls are in place.
6. Reviews and authorizes journal vouchers prior to posting in the Sun Systems.
7. Manages transfer of funds, requests for funds and all bank correspondence as needed.
8. Manage office premises including insurance of HFH Uganda’s assets.
9. Ensures that the annual External Audit is carried out, and the auditor’s report is submitted according to HFH International requirements

Minimum Qualifications
• Bachelor’s degree in Finance, Accounting, Public Administration or related field, and 5 years of increasingly responsible professional, in the not-for- profit sector experience in accounting, budgeting or fiscal management including 5 years in a supervisory capacity or an equivalent combination of education and experience.
• Full Professional qualifications in CIMA, ACCA, N ICPAU required.
Abilities
• Ability to train and supervise other financial staff on computer packages and other financial management.
• Self motivation with keen interest in detail and ability to work with minimal supervision.
• Ability to take initiatives to advance the program.
• Ability to think strategically “outside the box”.
• Ability to work under a deadline and/or pressure.
• Ability to work on multiple projects.
• Ability to analyze and interpret financial and systems support requirements, and provide consultations and recommendations to management.
• Ability to plan, organize, implement, evaluate, and modify financial programs, information support systems and processes.
• Prioritize and schedule work. Assign and review the work of others.

Skills
• Computer literate and familiar with accounting packages on market, Sun System highly preferred but not required. Microsoft Word and Excel abilities are required. Microsoft Access abilities preferred but not required.
• Excellent interpersonal and communication skills, both oral and written.
• Interpret, apply and explain rules, regulations, policies and procedures.

Other Characteristics
• Willing to uphold Christian principles of HFHU.
• High level of integrity combined with ability to make bold and timely decisions.
• Available to work between hours of 8am and 5pm, Monday through Friday, and sometimes after hours including weekends.
