MINISTRY OF ENERGY AND MINERAL DEVELOPMENT

The Government of the Republic of Uganda received a Grant from the Norwegian Government towards the Programme, “Strengthening the Management of the Oil and Gas Sector in Uganda” and intends to use part of the proceeds of the Grant towards payment for Services of Programme staff.

Government of Uganda through the Ministry of Energy & Mineral Development now seeks the services of a qualified and experienced person for the post indicated below to work at the Ministry Headquarters (Amber House, Kampala) and at the Petroleum Exploration & Production Department (PEPD), Entebbe.

POSITION: COMMUNICATIONS OFFICER (ONE VACANCY)

Objective of the Assignment:
The Communications Officer will support the implementation of the communication strategy by monitoring the sector’s coverage in all media on a daily basis, build and maintain media relations with relevant sections of the media. He/she will be the spokesperson available to the media/Public on a 24-hour basis, to answer queries, provide comments and guide journalists on key issues about the oil and gas sector and ensure that this is in line with the policies and objectives of the Ministry. Assignments will be cross cutting among the different capacities of Resource, Revenue and Environment Management of the oil and gas sector.

Duties and Responsibilities:
Reports to: the Commissioner, Petroleum Exploration and Production Department in performing the following:
• Process and manage oil and gas information generation and dissemination at all levels from Local Governments to Ministries, Government institutions and Parliament.
• Organize trainings/workshops for stakeholders including journalists on a regular basis across the country on coverage of the oil and gas sector.
• Organize periodic interactions with senior editors and proprietors of media houses in Uganda and also hold tours for journalists to the Albertine Graben to appraise them on the sector.
• Prepare notice of upcoming oil and gas related press conferences to the media, including transmitting pertinent materials for review and agenda where applicable and coordinate attendance participation.
• Organize strategic press conferences whenever key happenings occur; in addition to quarterly press conferences to provide strategic information to the media and influence media agenda towards the oil and gas sector.
• Maintain an updated list of all key media contacts, compile and maintain a library of all the Ministry’s press cuttings.
• Ensure effective preparation of briefs, fact sheets for the Ministry and stakeholders.
• Draft press releases, fact sheets, and make invitations to the press for coverage of the sector’s activities.
Compile bi-annual newsletter/ magazine about the sector to be distributed to stakeholders.

Requirement:
Qualifications and Experience:
Should have a Bachelor’s Degree with an Upper Class in Mass Communication.
Experience in working with the media house is required. A Post Graduate qualification in a communication related field from a recognized institution will be an added advantage. Knowledge of Microsoft Office software including Excel, Word and Power Point is a requirement.
 Knowledge of Uganda’s oil and gas sector will be an added advantage. Excellent command of the English language and communications skills.
Working experience of not less than two years in a busy communications office part of which should have been related to working with the media. Evidence including samples of articles and stories published in the media will be considered.

• High integrity, self-driven and able to set own work schedule with rigorous deadlines.
• Highly innovative and self-motivated.
• Good communication, interpersonal and supervisory skills.
• Ability to work long hours to meet the set deadlines.

Duration of the Assignments:
Two years contract (with 6 months’ probation period), renewable upon satisfactory performance. Age: 25-40 years.
