The National Identification Agency “NIDA” is established by the law No 43/2011 of 31/10/2011, law establishing National Identification Agency and determining its mission, organization and functioning. Before this date, NIDA was a project which existence was approved by the cabinet meeting held on 13/08/2006.

1. The National Identification Agency (NIDA) (hereinafter called ‘’Client”) funded by the Ordinary Budget towards the cost of the Provision of hotel services (hiring of conference halls, workshops, trainings, accommodations, restaurants, and receptions. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.
2. The National Identification Agency (NIDA) invites eligible bidders to submit bids for the above tender as indicated in detail in the statement of Requirements. This tender has two categories of hotels:

Category 1: 4 stars hotel with or without branches inside the country and category 2: 3 stars hotel with or without branches inside the country. Hotels must be located in the city of Kigali.
3. Tender Documents in both English and French may be obtained from the E-procurement system for Rwanda (www.umucyo.gov.rw) free of charge.

4. All bids shall be accompanied by a bid security of three hundred thousand (300,000 Rwf) Rwandan francs issued by a bank or from any other reputable insurance company. All bids will be submitted online using and will be submitted online using the E-Procurement system as mentioned above not later than the date and time indicated in the e-procurement system concerning this tender. Late bids will not be accepted by the system. Bids will be opened automatically by the E-Procurement system on the date and time indicated in the e-procurement system.

5. The bids shall remain valid for a period of 120 days starting from the submission deadline above mentioned.

6. Enquiries regarding this tender may be addressed to NIDA using the Umucyo E-procurement system for Rwanda within three sixths (3/6) of the deadline period for the submission of tenders as of the date of tender notice publication.

7. Bidding will be conducted in accordance with the Law N° 62/2018 of 25/08/2018 on Public Procurement.
