JOB CONTEXT:
Some 29 multilateral or bilateral development
partners provide support to Uganda. The four biggest – the World Bank, the USA,
the European Union and the African Development Bank – provide 60% of total aid.
In 2009/10, total external assistance was around $1.6 billion (compared to GDP
of $16 billion). The UK is the second-largest bilateral donor. Our strengths
include our professional expertise in-country, our willingness to provide
leadership in key programme areas, and our approach – aligned closely with
national priorities but able to work flexibly enough to influence other
development partners and spearhead a range of joint approaches to programming.
However, the relative contribution of donors to the Ugandan economy, and the
influence they hold, is diminishing including on issues of transparency and
accountability.
JOB DESCRIPTION:
Challenges and goals: You are responsible for
overseeing the development, funding and implementation of the country strategy
and the growth of program portfolio in line with HIF’s values, Programming
Principles, and Strategy. You must also ensure that systems / procedures are in
place and being properly implemented that ensure the proper management, well
being and safety of HIF staff and the proper use of HIF resources. You must
create a shared vision among all staff. You are responsible for promoting HIF
values and principles and ensuring an organizational culture where HIF core
values are embedded, team work is encouraged and all staff feels valued. You
are responsible for establishing and maintaining good working relationships
with host government officials, donors and other partners.
Activities: Ensure the organisation’s representation
in the field Develop the programme’s pluri-annual strategy Manage the drawing
up of the annual programme implementation plan Develop his/her programme’s
operational framework and manage its implementation
Direct the implementation of operational strategy
Manage the implementation of human resources strategy Direct the implementation
of financial strategy Direct the implementation of communication strategy
CANDIDATE PROFILE:
 Mandatory:
-Any related diploma (administration, economics,
finance, development, political sciences)
– at least 10 years experience in total and 3 years
experience minimum as Humanitarian on a coordination position in an
international recognized Humanitarian INGOs,
– Experience of high level representation with
donors and ministries.
– Experience of management with at least 3 to 4
direct line collaborator (administrative, logistic and project national staff)
– Experience working with multicultural and
pluri-disciplinary teams in various sectors, both internal and external to the
mission or programme.
– Knowledge of public aid to development and
emergency assistance issues.
– Implementation and development of projects,
– Team management,
– Project engineering-related issues (financial and
budgetary procedures, organisation, planning, reporting, implementation of the
project cycle)Hands-on experience in similar positions and projects (start-up)
in a humanitarian context.
-Excellent negotiation and adaptation skills to
multi-cultural, multi-actor environments.
-Excellent organizational and coordination skills
-Ability to prioritize and handle several tasks at
a time.
-True team player and communicator.
-Good knowledge of normal range of office computer
programmes.
Autonomy Complementary:
-Master degree
-Experience in project management and disability
project Mine Action experience
-Experience with HI Experience in Uganda
REQUIRED LANGUAGE SKILLS: English; French is a plus
EMPLOYMENT CONDITIONS:
Salary: 2400-2700 € gross
salary/month + 457 Euros net/month expatriation allowance + 50% of the medical
cover taken in charge by HI + repatriation insurance
