1.The Huye district (hereinafter called ‘’Client”) has received funds from GOVERNMENT OF RWANDA VIA LODA towards the cost for the carrying out FEASIBILITY STUDY FOR PUBLIC LIGHTING INSTALLATION IN HUYE DISTRICT
The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.
Bid security equivalent to eight thousand (800,000 FRW) is required.
Huye district now solicits proposals to provide the following consulting services: consultancy service for carrying out FEASIBILITY STUDY FOR PUBLIC LIGHTING INSTALLATION IN HUYE DISTRICT. More details on the services are provided in the Terms of Reference.
This Request for Proposal (RFP) has been addressed to all registered firms, having a Rwandan trade license, specialized in the field.
A Consultant will be selected under a QCBS method and procedures described in this RFP, in accordance with the Law on Public Procurement as modified and completed to date.
Request for Proposals in English may be obtained by interested bidders througt e- procurement system upon presentation of the bank slip as a proof of payment of a non- refundable fee Four thousand Rwandan Francs (4000Rwf). The sum is to be deposited at BANK OF KIGALI on the Account N0 461380625311 titled Rwanda Revenue- Decentralized taxes /HUYE District open in the name of HUYE DISTRICT.
Proposals prepared in English or French language must be submitted through Rwanda Online e-procurement portal site at or before 01/06/2020 at 10H30 local time. Late bids will be rejected by the system. Technical proposals will be automatically opened in the e-procurement system the same day, at 11:00 local time.
The bids shall remain valid for 120 calendar days following the bids opening date.
The site visit is scheduled to take place on 14/05/2020 at 10H00, departure time: 10h30 AM from the District of HUYE head office.
The proposals should be valid for One Hundred and Twenty (120) calendar days minimum from the date of bids opening.
