INVITATION FOR PRE-QUALIFICATION AND TENDER FOR THE CONSTRUCTION OF ONE-STOREY FACULTY OF EDUCATION BUILDING TYPE A
1. INTRODUCTION
Chukwuemeka Odumegwu Ojukwu University (Formerly Anambra State University), Anambra State intends to execute Prequalification and Tender for One-Storey Faculty of Education Building Type A. Consequently, interested and reputable contractors are hereby invited to forward their documents for the purpose of pre-qualification and tender for the project.
1.1 DESCRIPTION
One Storey Building Faculty of Education Type A comprising 7Nr Classrooms; 14 Nr Toilets.
2 ELIGIBILITY REQUIREMENTS:
Prospective Contractors shall be required to submit the following pre-qualification documents:
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid Certificate issued by BPP;
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Chukwuemeka Odumegwu Ojukwu University or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Accounts for the last three (3) years -2016, 2017, 2018;
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates. Job Completion Certificates and Photographs of the projects;
(xii) Evidence of Ownership/Lease of Plants and Equipment and listing of such equipment as possessed/owned or easily accessible by the firm. State location of Plants and Equipment for ease of verification.
(xiii) All documents for submission must be transmitted with a Covering/ Forwarding Letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address. Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
3. COLLECTION OF TENDER REQUIREMENTS:
Prospective Contractors shall be required to collect tender documents in the office of the Director, Physical Planning Unit, between the hours of 10.00am to 4.00pm daily. A non-refundable Tender fee of N 10,000.00 per Lot shall be paid into Chukwuemeka Odumegwu Ojukwu University’s Multipurpose Account Number 4110009552 Fidelity Bank. The payment shall be converted into a receipted evidence of payment from the Revenue Unit of the University Bursary.
4. SUBMISSION OF TENDER DOCUMENTS:
(4.1) Pre-qualification and Tender documents should be neatly packed in the listed order (i-xi) above in SEPARATE sealed envelope and marked PRE-QUALIFICATION AND TENDER FOR ONE-STOREY FACULTY OF EDUCATION BUILDING TYPE A at the top right hand corner of the envelope and addressed to:

(4.2) Company’s name should be indicated on the reverse side of the envelop and shall be submitted to the Office of the Registrar not later than 12:00 noon, on Monday, 13 January, 2020.
5. OPENING OF BIDS
The Technical bids will be opened immediately after the deadline for submission 12:00 noon, on Monday, 13 January, 2020 in the presence of bidders or their representatives, while the Financial bids will be kept un-opened. Please ensure that you sign the Bid Submission Register as the University will not be held liable for misplaced or wrongly submitted bids. 6. NOTES
(i) Bids must be in English Language and signed by an official authorised by the bidder;
(ii) Bids submitted after the deadline for submission would be returned un-opened;
(iii) All costs will be borne by the bidders;
(iv) Only the pre-qualified bidders will be contacted at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened;
(v) All costs incurred as a result of response to this invitation and any subsequent requests for information shall be borne by the responding Firm/Company;
(vi) The Chukwuemeka Odumegwu Ojukwu University is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
