Tin Supply Chain Initiative Job Vacancy in Rwanda

DescriptionPosition Summary: Pact seeks a Project Manager to oversee the implementation of
the ITRI Tin Supply Chain Initiative (iTSCi) in Rwanda. The Project Manager will
work in partnership with the Rwandan Office for Minerals and Geology (OGMR),
ITRI, and other partners to implement the iTSCi mineral tagging and traceability
scheme in line with agreed work plans and goals. The Project Manager will report
to Pact’s iTSCi Regional Coordinator in Nairobi. The Project Manager will
supervise up to six local staff members.

Specific Duties and Responsibilities:
• Recruit, train and manage a small team of field observers and data-base
managers;
• Carry out training for OGMR staff on the project;
• Oversee, in collaboration with OGMR, the quality of iTSCi
implementation and the integrity of its function and data;
• Assure that all relevant materials for the implementation of the
project are ordered in a timely fashion and stored in a secure and appropriate
way;
• Participate in frequent field visits to mines which are included in the
iTSCi system to evaluate and strengthen implementation;
• Prepare the project for internal and external audit and cooperate in
all audits
• Represent the iTSCi Rwanda project in local, national, and
international meetings as well as in the media;
• Coordinate related initiatives with other partners of Pact and ITRI and
ensure iTSCi Rwanda is well integrated in all regional initiatives for
traceability and good governance in mining;
• Provide monthly progress reports to the iTSCi Regional Coordinator;
• Ensure good financial management and compliance of all aspects of the
project;
• Monitor security, carry out regular risk analyses and mitigate
identified risks;
• Develop new funding streams for continued support to the project; and
• Other duties as may be required.

• Demonstrated interpersonal, team building and communication skills;
• Good negotiation and conflict resolution skills;
• Strong analytic and critical understanding;
• Excellent organization and planning skills;
• Self-starter and independent thinker; and
• Ability to travel regularly and at short notice to sometimes
challenging settings.

Education and Experience Requirements:
• Masters degree or equivalent in evaluation, statistics, business,
corporate responsibility, or other relevant field preferred;
• Minimum 3 years’ experience in program management required, 1 – 2
years in African Great Lakes region preferred;
• Aptitude/experience in supervising staff and the ability to mentor
subordinates;
• Knowledge and understanding of the (small-scale) mining sector in the
African Great Lakes region; and
• Fluency in English and proficiency in French required.
