Embassy of Sweden National Programme Officer for Democratic Governance Job Vacancy in Rwanda

Our Client, The Embassy of Sweden in Kigali is responsible for the planning, monitoring and administration of bilateral development cooperation between Sweden and Rwanda as well as between Sweden and Burundi.
The overall objective of the Swedish development cooperation with Rwanda is reduced poverty, improved conditions for sustainable peace and reconciliation and greater respect for human rights. The Team for Development Cooperation has five Programme Officers and is led by the Head of Development Cooperation.

Reports to: Head of Development Cooperative

Job Summary: The National Programme Officer will mainly manage contributions within the Rwanda portfolio, but may also be involved in managing programmes in Burundi in the area of Democratic Governance.

Duties and Responsibilities:
Under the supervision of the Head of Development Cooperation, the National Programme Officer will participate in, and be responsible for identification, planning, monitoring and administration of development cooperation interventions and other tasks related to the thematic area of Democratic Governance, including
Reconciliation and Human Rights.

More specifically the National Programme Officer shall:
• Contribute to the implementation of the Swedish Development Cooperation Strategy for Rwanda. Assess incoming project proposals in the area of Democratic Governance.
• Manage on-going projects/programmes in Democratic Governance, i.e. planning, risk analysis, dialogue and monitoring including results assessment, financial follow-up and audit.
• Contribute to strategy development, aid effectiveness, sector analyses and knowledge generation.
• Procure consultancy services.
• Function as the Embassy’s focal point for Gender Equality.
• Participate in contact with the Swedish International Development Cooperation Agency (Sida) HQ, the Swedish Ministry of Foreign Affairs, Civil Society, Government Authorities and other donors.
• Contribute to reports in collaboration with the other Programme Officers, the Head of Development Cooperation and the Head of Mission.
• Contribute to other projects handled by the Team. Contribute to internal and external information dissemination.
• Participate in relevant networks of the Embassy of Sweden in Kigali and the Swedish International Development Cooperation Agency.
• Carry out other tasks assigned by the Head of Development Cooperation.

Qualifications:
a) Education University degree in social sciences, law or related fields with a focus on Democracy and Human Rights and/or Development issues.

b) Practical experience
• At least five years of work experience in the fields of Democracy and Human Rights.
• Experience of project preparation and project management.
• Work experience from and good knowledge of Civil Society in Rwanda and /or in the region.
• Work experience from the field of Gender Equality in Rwanda and /or in the region.

c) Other requirements
• Excellent command of written and spoken English, French and Kinyarwanda.
• Good communication skills, interest and ability to work in teams.
• Documented administrative competence and computer skills (Word, Excel and PowerPoint).
• Good ability to independently seek information and analyse complex data.
• Ability to work under time pressure and Flexibility.
• Advanced analytical skills. Driving license valid in Rwanda.

Additional Desirable Qualifications:
• Experience from work with Development Partners in Rwanda or elsewhere.
• Knowledge of Rwandan institutions.
• Experience of working with a human rights based approach to development interventions.
• Knowledge of the media sector in Rwanda and / or in the region.
• Knowledge in legal affairs.
• Knowledge of Sida’s working methods.
