IWPR, an
international NGO with over 20 years’ experience worldwide, is seeking a HR
Officer for its Kigali office.
Purpose:
In line with IWPR’s
policies, to provide support in all human resources functions within IWPR’s
Rwanda Programs including: recruitment and selection, staffing, performance
monitoring and management and record management.
DUTIES &
RESPONSIBILITIES
Human
Resources administration
- Provide
advice and assistance to managers in preparing and reviewing job
descriptions for IWPR staff;
- Research
and draft job descriptions where required;
- Provide
advice and assistance when managers are conducting staff probation and
performance evaluations;
- Provide
advice and assistance in developing human resources plans;
- Provide
staff HR orientations and ensure managers complete and sign off on all
staff orientations;
- Record
and monitor daily attendance of staff at office;
- Report
HR issues to HQ as required by IWPR policies.
Recruitment
- Coordinate
staff recruitment and selection process for all locally contracted staff
by:
- collating
recruitment information from submitted recruitment request forms;
- preparing
notices and advertisements for vacant staff positions;
- scheduling
and organising interviews;
- participating
in interviews and taking notes;
- conducting
reference checks on potential candidates;
- follow
all all applicable IWPR procedures regarding recruitment, reporting to HQ
as required.
Staff
discipline and record keeping
- Record
and monitor scheduled absences such as holidays or travel;
- Assist
management with the enforcement of IWPR’s internal rules and regulations
by:
- recording
breaches of discipline and reporting incidents to management;
- providing
advice and assistance to managers and staff on HR policies and procedures;
- advising
on work-place health and safety;
- provide
assistance to management in carrying out disciplinary procedures,
reporting to HQ where appropriate;
- making
recommendations to HQ for revisions to policies, where appropriate.
Maintaining
staff files
- Produce
and maintain staff files to contain all documentation relevant to the
staff member’s employment and review content regularly;
- Produce
appropriate employment/consultancy contracts, working with templates
approved by HQ;
- Collect
copies of all legal documentation relating to staff member’s employment;
- Prepare
documentation for signature in relation to Visa requirements, bank letters
and other documentation as required;
- Operate
a system of information retention in line with applicable local data
protection laws.
Other
- Assist
in the development of a security plan at the Kigali office.
- Perform
other related duties as required by the Country Director.
REQUIREMENTS
- Undergraduate
degree or equivalent combination of qualifications and experience;
- Experience
working in a HR position;
- Experience
working in NGO sector desirable;
- Strong
IT skills including Microsoft Excel web-based software;
- Well-organized,
attentive to detail, and able to handle multiple tasks simultaneously;
- Ability
to work with minimal supervision;
- Proactive
in anticipating work requirements and problem solving;
- Fluency
in English;
- Excellent
communication skills in written and spoken English;
- Language
proficiency in Kinyarwanda and French highly desirable.
