for their people. Jhpiego Rwanda would like to recruit qualified and engaged
staff to fill the below positions for die Maternal and Child Survival Programs
(MCSP) in Rwanda. MCSP is a global U.S. Agency for International Development
(USAID) cooperative agreement intended to introduce and support high-impact
health interventions in 24 priority countries with the ultimate goal of ending
preventable child and maternal deaths within a generation.
Rwanda’s MCSP programs aim to 1)
support the Malaria and other Parasitic Disease (MOPD) Division to
implement the National Malaria Strategic Plan, which aims at achieving
pre-elimination by 2017 2) reduce child and maternal mortality through
increased coverage and utilization of high-impact low cost reproductive,
maternal, newborn, and child health (RMNCH) interventions and innovative new
approaches and 3) strengthen the capacity of the Ministry of Health (MOH) to
manage and scale up high-impact RMNCH interventions.
Position 1: Malaria
Senior Technical Advisor.
Project: Maternal and Child

Overview
The Malaria Senior Technical
Advisor will provide technical and program oversight and direction related to
malaria interventions for the two Maternal and Child Survival Programs (MCSP)
in Rwanda. Responsibilities include providing leadership and technical guidance
in the development and implementation of malaria activities under the
leadership of the Chief of Party and Jhpiego Technical Directors, and utilizing
and contributing to crosscutting approaches, such as maternal, child and
newborn health, family planning, health systems strengthening, and social and
behavior change communication . This position will ensure the technical and
methodological soundness of activities and, in collaboration with the project
team and partners, support the design of service delivery strategies, based on
sound and current scientific evidence.
Responsibilities:
- Provide technical oversight and strategic direction, and
ensure appropriate support for the implementation of malaria program
activities;
- Provide assistance, mentoring and capacity building at
the individual and organizational level in specific areas of expertise
including but not limited to: ITNs, IRS, MIP, and Malaria case management,
and rapid diagnostic tests;
- Support the MOPD Division to implement the intermittent
screening and treatment (1ST) approach;
- Document selected program activities to assess
implications for the future;
- Develop new/Review evidence-based clinical training
materials, job aids, and curricula, supervisory systems and other training
materials needed for implementation of MCSP to meet the needs of USAID and
the Government of Rwanda ;
- Provide “train the trainer” sessions, site
strengthening, in-service and/or pre-service education, follow-up and
supportive supervision to project-supported health facilities, as required
by program activities;
- Coordinate assessments, site strengthening, follow-up
and supervision, advocacy, demand creation, policy support,
capacity-building and M&E across program sites as required by program
activities;
- Lead the formulation of approaches for scale up of
malaria related services;
- Actively participate in all Technical Advisory Group
Meetings, and represent MCSP in professional forums by participating and
presenting in pertinent meetings and conferences, as well as technical
working groups;
- Analyze potential malaria prevention and treatment
strategies within the context of MCSP and explain these, as necessary, to
policymakers, funding agencies, and/or program staff;
- Work with health care providers, local authorities,
community members and program team members to identify service delivery
issues that impede access to care
- Identify appropriate facility- and community-based
strategies to address malaria prevention and treatment service delivery
gaps; Identify clinical training needs and assist in the design and
implementation of measures to address those needs;
- Formulate and test sustainable solutions to service
delivery gaps, utilizing cross-cutting approaches such as performance and
quality improvement and in-service training/pre- service education;
- Advocate with national, district and community-level
health institutions to raise awareness about their role in improving malaria
related health outcomes;
- Guide the MOPD/RBC, professional associations, other
national stakeholders in the revision/development of evidenced-based
standards for competency in malaria;
- Collaborate with all local stakeholders and implementing
partners, especially the Ministry of Health and other US and international
implementing partners, in order to ensure that all activities conform to
the requirements and regulations;
- Conduct regular reporting to the Chief of Party, and
program and technical staff, of successes, challenges and lessons learned
in implementation related to areas of technical expertise;
- Document and maintain an inventory of successful tools
and approaches for malaria;
- Contribute to the development of business proposals,
technical reports and publications as they relate to malaria;
- Maintain excellent relationships with USAID and
in-country stakeholders and develop rapid responses to USAID/DC and
Mission requests;
- Work closely with the Country Director on setting
program priorities and directions, and responding to requests for support
from local counterparts;
- Ensure timely implementation of all program inputs
related to malaria, including planning and implementing assessments, site
strengthening, follow-up and supervision, advocacy, demand creation,
policy support, capacity-building and M&E across program sites, in
close coordination and collaboration with USAID, relevant ministries of
health;
- Assist in the preparation of donor reports and project
reports;
- Oversee data collection, analysis and development of
conclusions and recommendations to further strengthen program
implementation; and
- Ensure availability of resources/facilitate the
procurement of equipment and supplies required for project implementation.
Required Qualifications:
- A medical degree (doctor or nursing) or Master’s in
Public Health or related fields
- At least 5 years’ experience applying malaria related
programs;
- Qualification as a “master trainer”;
experience training health workers on clinical aspects related to malaria;
- Experience building capacity at individual and
organizational levels;
- Skilled in at least two or more of the following
technical areas: strengthening service delivery programs, training,
pre-service education, performance and quality improvement, monitoring and
evaluation;
- Experience with a mix of practical technical skills in
malaria necessary for strengthening malaria service delivery at the
regional, national, clinical and community-level;
- The ability to liaise with senior MOH officials and
dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business
community, and senior members of the donor community;
- Demonstrated in-depth understanding of Rwandan
healthcare system, particularly the public health system, experience
living and working in Rwanda preferred;
- Strong oral and written communication and presentations
skills in English; working knowledge of French and Kinyarwanda is
preferred;
- Strong skills in word processing and Excel spread
sheets;
- Familiarity with USAID or other USG administrative,
management and reporting procedures and systems;
- Ability to coach, mentor and develop technical capacity
in national programs and technical staff;

Position 2: Malaria
Program Officer

Position Overview:
The Malaria Program Officer (MPO)
will assist in the development, implementation, management, monitoring and
evaluation of malaria at the facility level within the project area implemented
by MCSP Program. This includes assisting with development of work plans,
coordinating closely with partners at the national and district levels, as well
as other MCSP team members to ensure harmonization and strategic integration of
implementation efforts. S/he will also provide programmatic support to help
build the capacity of service providers. The MPO reports to Malaria Technical
Advisor
Responsibilities:
- Manage implementation of program activities including
planning, executing and monitoring;
- Support management team to introduce and expand program
implementation in targeted districts;
- Plan implementation of activities, in close
collaboration with the supervisor and other Program Officers;
- In planning, support strategic integration of activities
across the MNCH platform;
- Work collaboratively with other project team members to
ensure necessary project planning, development, resource availability and
management activities function smoothly and efficiently;
- Contribute to the timely provision of program reports;
- Provide follow-up support and supportive supervision for
activities;
- Facilitate the implementation of all activities
including materials development, training, supervision and monitoring;
- Assist finance staff in preparing activity budgets for
on-going activities, assist in the review process and reconcile payment
documentation from trainers, program, technical and management staff and
consultants;
- Plan and conduct trainings at the facility level;
- Help ensure that required project and administrative
reports are submitted in a timely manner;
- Assist with organization of meetings, trainings, field
visits, and other activities;
- Contribute to/coordinate with the project’s Monitoring
and Evaluation (M&E) team to ensure that the project meets set targets
in accordance with the M&E framework; and
- Assist with other programmatic and administrative duties
as required.
Required Qualifications:
- Nurse or Midwife with basic university degree,
additional post graduate certifications preferred.
- At least three years of experience living and working in
Rwanda, including supporting implementation of state-level programs, including
two (2) years’ experience inMalaria in Pregnancy (MIP).
- Experience in working with USAID funded projects;
- Strong self-management skills (i.e. motivation, dealing
with pressure, adaptability);
- Ability to communicate effectively, installing trust and
confidence;
- Ability to handle a variety of different assignments
sometimes under pressure of deadlines.
- Be cooperative, competent, hardworking, flexible and
dependable;
- Ability to coordinate information and logistics for
programs and activities; and
- Fluency in written and oral French English and
Kinyarwanda. Knowledge of French will be an added advantage.
Knowledge/Abilities/Skills
- Solid understanding
of behavior change communication, Malaria In Pregnancy, ICCM and Ante
Natal Care;
- Collaboration and analytical skills, ability to exercise
independent judgment abstract as technical advisor, network, trainer, etc.
- A broad variety of programmatic, administrative,
financial, and computer skills (including Microsoft Word, PowerPoint,
Outlook, and Access), which may need to be acquired through very quick
learning;

Position 3: Monitoring
and Evaluation Officer

Position overview:
The Monitoring and Evaluation
(M&E) Officer will support all efforts related to M&E activities under
MCSP. Under supervision of the Technical Director, s/he will work with the
existing M&E Officer to monitor program implementation including collecting
data from the field, ensuring data quality, documenting program results, and
ensuring timely reporting to the donors and partners as required. S/he will
work closely with the project team including, Program Officers, to document
project results.
In collaboration with the
existing M&E Officer, the new M&E officer will have the following
responsibilities:
- Develop M&E strategies, frameworks, plans and
indicators to capture program performance and results in support of the
USAID M&E system.
- Assist program staff in planning and implementing
M&E systems and activities, data-based program decision-making, and
results reporting;
- Collaborate with project staff and project counterparts
at all levels to participate in and lead, as needed, M&E of program
activities, and data use for programmatic decision-making;
- Write/ develop program reports capturing program
results, successes, challenges and lessons learned in a timely manner to
USAID.
- Excellent writing and communications skills, including
demonstrated technical writing and editing skills for publication and
success stories;
- Produce regularly program achievement news in a
professional way for publication at different communication channels .i.e
Jhpiego and donor websites, newspaper, etc; and Ensure
implementation of M&E strategies and frameworks, in collaboration with
program staff and counterparts.
- Support all other duties as necessary, as assigned by
the Supervisor.
Required Qualifications:
- Master’s degree in public health, epidemiology, health
informatics, statistics, or related social science;
- At least 3 years of applied skills in designing and
implementing M&E activities and special studies for integrated public
health programs that include family planning/reproductive health,
HIV/AIDS, maternal, neonatal and child health, malaria prevention and
treatment, nutrition, and/or safe water and hygiene -or related programs;
- Proven expertise in quantitative and qualitative
methodologies,
operations
research,
health management, information systems, reporting, data quality
assessments, data analysis and presentation;
- Strong technical skills, including ability to process
and analyze data using one or more statistical software packages,
including at least one of the following: SPSS, Epi-Info, Stata, MS Access,
the health management information system (HMIS), community information system
(SIS-com);
- Experienced in integrating M&E demands and
expectations of USAID missions into the overall M&E design of a
program; and
- Demonstrated understanding of health facilities and
community-based family health services and M&E practices in Rwanda.
Other competencies:
- Demonstrates professional competence and mastery of
subject matter: is conscientious and efficient in meeting commitments,

Position 4: Finance
Assistant
Position Reports To: The Finance

The Finance Assistant is
responsible for providing financial support to Jhpiego Rwanda Office/MCSP and
related programs to ensure the smooth running of the office in Kigali. This
includes handling day to day financial , operations of the office, with
particular emphasis on handling accounts payable and receivable, expense
reports, cash handling, payments and compliance to Jhpiego and donor financial
policies. Implements and maintains an on-site financial accounting and
bookkeeping system required to assure the integrity and effective performance
of Jhpiego’s financial operations.
Responsibilities:
- Examines financial documents such as invoices, vouchers,
expense reports and other documents such as purchase orders to ensure the
completeness, accuracy, reasonability and validity of financial data.
- Maintains, monitors, and disburses funds from the
project bank account(s) accordance with Jhpiego’s financial policies and
procedures as outlined in the Jhpiego Finance and Accounting policies
manual for country offices, QuickBooks Manual, Banking Policy, Procurement
Policy and any other policies.
- Ensures that accounting documents are filed on a timely
basis, proper accounting records are maintained and compatible with
standard accounting practice, JHU/Jhpiego and donor guidelines.
- Monitors and reconciles supplier statements on regular
basis and ensures timely settlement of bills.
- Responsible for collection and disbursement of cash and
ensures that it is stored in a secure location.
- Maintain a cash register to ensure that there is a
proper audit trail of all cash transactions within the organization.
- Monitors and reconciles travel expenses and project
expenses to individual advances on a regular basis.
- Ensures that all unspent advances are deposited to the
bank with 48 hours after receipt.
- Codes, tracks, and processes vendor invoices, consultant
invoices and travel advances for payments on a timely basis.
- Posting entries into the accounting system on a daily
basis.
- Assist the Finance Manager in preparation of monthly
financial report, accruals and projections, and any other financial
reports for review by the Senior Finance Manager.
- Prepare VAT exemption forms and maintain all records
relating to VAT exemption applications to donors, refundable’ VAT from
suppliers, etc on a regular basis.
- Provide guidance/feedback to the Finance Manager to
ensure the sound functioning of the Jhpiego Kigali office.
- Assume other duties as assigned by supervisor.
Required Qualifications:
- Degree in Accounting, Finance, or Business
Administration
- Minimum of two (2) years relevant experience in finance
or accounting.
- Knowledge of USAID regulations would be an added
advantage.
- Previous experience with nonprofit organization will be
an added advantage.
- An understanding of maintenance of ledger entries,
bookkeeping skills and bank reconciliation.
- Computers skills including use of spreadsheets and/ or
accounting packages
- Good oral and written communication skills to
effectively communicate findings and analyses

Position 5: Driver
Department: HR and Administration
Reporting to: Admin & HR
Officer
Duration: One year renewable
based on availability of funding
Driver will be responsible for
supporting Jhpiego’s staff and visitors by transporting persons and materials
to project sites, including loading and unloading vehicles. Driver will operate
vehicles in a reliable and safe manner, ensuring high accuracy of work,
demonstrating and oriented approach, high sense of responsibility, and an
ability to work with people of different nationalities and cultural backgrounds.
Duties and
Responsibilities
- Drive office vehicles for the transport of authorized
personnel, including picking up official personnel and visitors at the
airport.
- Ensure cost-saving by properly using vehicles, including
accurate maintenance of daily vehicle logs, provision of inputs to the
vehicle maintenance plans and reports,
- Ensure proper day-to-day maintenance of the assigned
vehicle through ensuring timely minor repairs, arrangements for major
repairs, timely changes of oil, checking of tires pressure, brakes, car
washing, etc.
- Ensure availability of all the required documents
including vehicle insurance, necessary spare parts, street packing
stickers etc.
- Ensure consistent availability of car first aid kit, car
tool kit and other safety measures;
- Serve as a messenger when necessary;
- Perform other duties assigned by supervisor
Competencies and Skills
Required.
- Excellent knowledge of Rwandan driving rules and
regulations.
- Ability to produce incident reports and work well with
Staff.
- Secondary Education (Level A2) preferably in mechanical
auto or related domain;
