INTRODUCTION The Global Green
Growth Institute (GGGI) is a new international organization committed to
strong, inclusive green growth. We assist developing and emerging countries
with integrating their ambitions for strong economic performance and
environmental sustainability with the goal of bringing about poverty reduction,
job creation, social inclusion, and climate change mitigation and adaptation.
Headquartered in Seoul, GGGI was established by treaty in June 2012 at the
United Nations Rio+20 Conference by an initial group of eighteen nations who
share the organization’s vision. As of 2014, there are total of 22 Member
Countries who joined the organization. GGGI has a diverse portfolio of programs
in developing countries around the world. These in-country programs, together
with global products and services, focus on delivering results through an
integrated approach of evidence-based green growth planning and implementation
aligned to countries’ development priorities.
The organization also focuses on
knowledge development and management activities which build a strong theoretical
and empirical basis for green growth, while providing concrete options and
guidance for policymakers; as well as building the conditions for public and
private green infrastructure investments. Current Rwanda country program
supports the Government of Rwanda in implementing the Second Economic
Development and Poverty Reduction Strategy (EDPRS2) (2013-2018), particularly
to promote designated ‘secondary cities’ as poles of growth (Priority Area 4)
and incorporating a green economy approach to economic transformation (Priority
Area 5). Based on her or his knowledge and experience on green growth, climate
change or urban economics, Post holder will join GGGI Country Team in Kigali
and participate in developing a National Roadmap, Green City Investment Strategy
and bankable projects, in close collaboration with other team members,
government officials, international and Rwandan development partners from
public and private sectors.
JOB DESCRIPTION
Urban Economist (Rwanda) will
perform the following functions:
- Review existing green growth/climate change and green
urbanization related documents in Rwanda, and provide advice on how green
growth/climate change aspects can be mainstreamed into Rwanda’s urban
planning and urban economic development in an environmentally and socially
sustainable manner; - Conduct economic or climate change related analysis and
provide expertise in the inter-linkages of spatial, environmental and
economic visions of Rwandan secondary cities, and the economic impact of
green cities development and urban infrastructure projects; - Provide strategic and technical input to prioritize key
urban infrastructures in secondary cities and to formulate the National
Roadmap and associated investment strategy from the perspective of climate
change and economic development; - Provide advice to (pre) feasibility studies for specific
public investment projects and identify resource mobilization plans for
each of the secondary cities; - Design and implement capacity building programs and

development partners, local governments, civil society organizations and
private sector entities; - Liaise with the HQ and different divisions within GGGI;
and - Perform other related duties as required.
QUALIFICATIONS
- Advanced university degree in climate change/sustainable
development, economics, urban/regional development, engineering or related
fields, with 3+ years of experience in total. - Good understanding of the economic, social and/or
environmental aspects relevant to green growth/climate change planning in
a developing country context will be a plus. - Familiarity with feasibility study, public/private
bankable project preparation, infrastructure planning and implementation
will be a plus. - Experience in working in (East) Africa and/or Rwanda and
in an international setting preferred, and good knowledge on Rwanda’s
green growth and sustainable urban development will be a plus. - A track record of managing complex programs, involving
capacity building and knowledge dissemination activities, and
collaboration with multi-stakeholder partners especially private sector
entities will be a plus. - Strong proficiency in Microsoft Office applications.
- Proficient written and spoken English is required.
