Partners In Health (PIH)
is an internationally recognized non-profit organization whose mission is to
provide a preferential option for the poor in health care. Through its service
delivery, training, advocacy and research, PIH works globally to bring the
benefits of modern medical science to those most in need and to serve as an
antidote to despair. In 2005, PIH began working in Rwanda at the invitation of
the Government of Rwanda and is known locally as Inshuti mu Buzima (IMB).
PIH/IMB began an effort to strengthen the public health systems in rural
Rwanda in three rural districts whose infrastructure remained decimated
following the devastating 1994 genocide. PIH has built or renovated three
hospitals, provided support to nearly 40+ rural health centers, trained a
network of over 3,000 community health workers, and developed services to
address the socioeconomic determinants of disease. Our sites serve as centers
of innovation and education in health care delivery, tackling implementation
challenges from HIV to cancer, in close partnership with the Ministry of
Health.
Program
Description:
This position is
contingent on a sub-award to PIH under USAID’s Improved Services for Vulnerable
Populations (ISVP) cooperative agreement, which will improve the protection of
vulnerable populations against adverse circumstances in 15 targeted districts
of Rwanda. It will build upon the successes of the Social Services for Vulnerable Populations
(SSVP) project, known as Higo Ubeho, to build community capacity
and create resilient families. Specifically, ISVP will(i) increase capacity of families
and communities to provide healthy, nurturing, and engaging environments for
vulnerable children under 5; (ii) decrease families’ economic vulnerability;
(iii) increase knowledge, attitudes, skills, aspirations and confidence of
adolescents transitioning to adulthood; and (iv) increase capacity of
communities to provide essential preventative and protective services to
vulnerable families and children. If an award is made, PIH will support a
Clinical Advisor and Health Promotion Team (Health Promotion Lead, Health
Promotion Officer, and Capacity-building and Referral Network Program Officer)
for the ISVP program, and the Health Promotion team will be one segment of the
larger ISVP team. The Health Promotion Team will build linkages between social protection
programs and clinical care, and it will train CHWs, volunteers, and civil
society organizations (CSOs) to promote healthy behaviors and make appropriate
clinical referrals.
Position
Overview:
Reporting to the
Clinical Advisor and the Integrated Services for Vulnerable Populations (ISVP)
Technical Team Lead, the Health Promotion Team Lead will provide technical
leadership in health service delivery and promotion. He/she will provide
guidance on: supporting Prevention of Mother-to-child Transmission (PMTCT)
follow-up, HIV prevention, promoting family planning, improving sexual and
reproductive health provision, providing nutrition information, and promoting
growth monitoring. In addition, the Health Promotion Team Lead will provide
technical leadership in linkages to clinical services (including providing
technical assistance and capacity development to community extension workers,
volunteers, government leaders, and civil society organizations) in order to
strength local referral networks. This position will also supervise the Health
Promotion Officer and Capacity-building and Referral Network program Officer.
Responsibilities:
Development
of Health Promotion Strategy, Tools, and Trainings
- Identify,
develop, and assess health promotion protocols, capacity-building plans,
and interventions to improve the involvement of social protection
providers in health promotion activities. - Advise
broader ISVP team on the most appropriate health promotion interventions
for each clinical area targeted, specifically supporting Prevention of
Mother-to-child Transmission (PMTCT) follow-up, HIV prevention, promoting
family planning, improving sexual and reproductive health provision,
providing nutrition information, and promoting growth monitoring - Recommend
technical resources and provide expertise on health service delivery
models and strengthening referral networks. - Develop
methods and tools to improve clinical linkages made through social
protection programs - Design
and manage health promotion trainings for CHWs, volunteers, and CSOs in 15
districts
Project
Management
- Coordinate
with other ISVP team leaders to ensure collaboration on all levels of
planning and implementation and ensure the incorporation of proven-effective
clinical interventions to increase uptake of health services into project
activities - Work
with zonal managers to coordinate health promotion activities in all 15
districts in accordance with larger ISVP program plan - Ensure
submission of team’s timely and quality deliverables - Communicate
with relevant district leaders and health authorities around health
promotion programs that strengthen health service delivery, and
participate in program coordination meetings - Set key
performance indicators and targets for proposed health promotion
interventions
Team
Management Tasks
- Lead
Health Promotion team planning and contribute to broader ISVP workplans
and budgets - Supervise
and mentor the Health Promotion Officer and Capacity-building and Referral
Network Program Officer. - Lead
team meetings, monitor team performance, and address administrative issues
Qualifications:
- Advanced
degree in a health-related field is required (i.e., MD, MPH, or other
Master’s level degree) - 3-5
years of experience in health promotion in a clinical or public health
setting, experience with international implementation partners is
preferred - Strong
history of leadership and mentoring with experience managing a tem - Highly
organized with ability to work under pressure, handle multiple
assignments, prioritize work flow, adapt to fluctuating workload, and meet
deadlines. - Proven
ability to exercise good judgment and diplomacy, ability to work well
with diverse team - Commitment
to PIH’s mission and values (see PIH’s values) - Familiarity
with Government of Rwanda goals/strategies for health and social
protection is helpful. - Strong
written and interpersonal communication skills - Experience
with computer applications and internet-based research - Willingness
to travel 25-50% of the time throughout Rwanda and work flexible hours - Flexibility,
humility, and a good sense of humor. - Professional
fluency in written and spoken English required; proficiency in Kinyarwanda
