JOB DESCRIPTION

BACKGROUND
Management
Sciences for Health (MSH) is a non-profit organization with a mission to close
the gap between what is, known about public health problems and what is done to
solve them, particularly in, developing and transitional countries. MSH has
been active in Rwanda for the last 30 years. A new five-year project, Rwanda
Health System Strengthening Activity (RHSSA), funded by USAID, has been awarded
to MSH. The overall goal of the RHSSA is to strengthen and expand performance
of the Rwandan health system at national, decentralized) and, community levels.
-It is against this background that RHSSA seeks to recruit three Technical
Advisors in charge of District Capacity Development.
TITLE: TECHNICAL ADVISOR, QUALITY ASSURANCE
Overall
Responsibilities
The
Technical Advisor, Quality Improvement will provide technical assistance to
support Ministry of Health (MOH) Hospital Accreditation surveys and
facilitation of teams to increase ability to oversee and coordinate the
accreditation process. She/he will provide, technical support to the health
facilities that are pursuing accreditation and ensure that facilities have
capacity to implement standards register substantial achievement in-quality
improvement, using proven methods to improve the quality of services.
Specific
Responsibilities

Provide technical support to the establishment of a governance structure to
support accreditation system in Rwanda

Contribute to the enabling internal environment to support institutionalization
of quality Assurance in day to day organizational operations.

Provide technical assistance in Standardizing systems and practices through
setting evidence-based standards for key processes and clinical practices to
improve quality and safety of care and services.

Participate in performance measurement of quality standards compliance with the
aim of improving outcomes

Support MOH strengthening the regulatory framework to continuously improve
quality of health services:

Provide technical support to MOH team to implement the country owned
accreditation system and build capacity to ensure future sustainability of the
program.

Support and ensure implementation of an operational plan for accreditation and
certification processes at all levels of the health system

Track progress of standards implementation and identified quality indicators.

Support operational research studies to examine the impact of the Rwandan
accreditation system on quality and safety of care and services.

Prepare and submit written progress reports on standards, policies and
procedures as well as clinical guidelines implementation and indicator
achievement.

Together with each facility teams at all levels adopt a quality improvement
model (approach) to ensure implementation of a systematic quality improvement
process to improve quality.

In collaboration with the Health Financing Team, support MOH in strengthening
the integration of PBF and accreditation for greater efficiency & to
support continuous quality improvement.

Facilitate and provide guidance to health facilities and their staff through a
process of learning or change in a way that encourages teams to participate.

Provide mentorship to health professionals to implement accreditation standards

Facilitate quality improvement planning process of health facilities.
Qualifications

Degree in Human Medicine is required. Master’s Degree in Public Health with
focus on Quality Assurance will be an added advantage

Demonstrated strong experience in management, monitoring and evaluation of
Quality Assurance and Quality Improvement processes and strategies with proven
analytical skills

Between 2 -5 years of experiences in clinical services.

Strong capacity in conceptualization related to quality of care services.

Strong writing and communication skills

Excellent interpersonal skills; demonstrated ability to interact professionally
with culturally diverse staff, clients, and consultants

Fluency in English is required. Knowledge of French is an added advantage

Excellent presentation and report writing skills

Ability to travel within Rwanda whenever necessary
