Cross Culture Facilitator (10 positions)
BACKGROUND
The Peace Corps
is an independent U.S. Government agency that sends American volunteers to
assist countries with their development needs.
Peace Corps
opened its program in Rwanda in 1974, working for 20 years before closing its
offices in 1994. It reopened its program in 2008 and Peace Corps Volunteers are
currently working in Education and Health. We are seeking enthusiastic
individuals who are leant players and self-starters with professional integrity
to lilt these vacancies.
BASIC FUNCTION
The Language
and Cross Culture Facilitator. (LCF) instructs Peace Corps Trainees and
Volunteers in Kinyarwanda language under the direction of the Language and
Cross Cultural Coordinator. Advises and teaches trainees on cross-cultural
items and issues. Conducts classes in Kinyarwanda using the techniques, methods
and training materials provided by Peace Corps Rwanda. Advises and leaches PCTs
and PCVs cross-cultural items and issues, visits them at site as required and
monitors their community integration and provides required support. Works
closely with the Language and Cross Cultural Coordinator (LCC) to periodically
schedule students for tests and advises LCC on a regular basis of the progress
of students and suggests Maher learning strategies for better community
integration. Collaborates with Host Family members in order to help Trainees
practice their Kinyarwanda in the family and in the host community.
REQUIRED QUALIFICATIONS NOTE:
All applicants
must address each selection criteria detailed below with specific and
comprehensive information supporting each item:
Education 
Bachelor’s
Degree in Education or related field with proven adult teaching experience.
Prior work experience
• One to three
year experience in positions requiring the application of adult language and
cross-cultural instructional skills.
• Experience in
working in a multi-cultural environment.
• Experience in
designing and adapting appropriate Kinyarwanda teaching and cross culture
training materials suitable to learners in a new socio cultural environment.
• Experience in
adult and experiential learning is required.
Knowledge 
• Knowledge and
experience in second language training methods and systems.
• Excellent
knowledge of Kinyarwanda, grammar, idiom, syntax, and pronunciation.
• Excellent
knowledge of development and/or Writing lesson plans and teaching materials to
support instruction: texts, workbooks, audio and visual aids.
• Good training
planning and facilitation skills using adult learning principles and
techniques. Language proficiency
• Fluent
speaking/reading/writing in Kinyarwanda.
• Fluent in
written and spoken English required.
Work environment
• Willing to
stay at the training site in a remote village for more than 3 months.
Abilities and skills
• Ability to
communicate effectively, retains trainee’s interest and motivation, and assists
them in developing their language ability rapidly. Good interpersonal skills
and awareness of cross-cultural issues affecting adult learners in a new
environment.
• Demonstrate
commitment to the program and ability to communicate effectively and timely as
well as the ability to work well in a team.
• The ability to
work calmly. Tactfully, and effectively under pressure is essential, as well as
the ability to maintain strict confidentiality throughout the service.
• Comfortable
with Microsoft Office

of the Peace Corps are: • to help the people of interested countries in meeting
their needs for trained men and women;

promote a better understanding of Americans on the part of peoples served;
• To help
promote a better understanding of other people on the part of Americans. The
Peace Corps currently operates in 74 countries, with over 8,000 American
volunteers of all ages and backgrounds. Peace Corps originally opened its
program in Rwanda in 1974, working for 20 years before closing its offices in
1993. It reopened its program in 2008 and Peace Corps Volunteers are currently
working in two sectors (Education and Community Health).
We are seeking
an enthusiastic individual who is a team player and self-starter with moral
integrity to fill this vacancy.
BASIC FUNCTION
The Finance
Assistant (FA) assists in budget preparation and financial report activities;
examines and processes all non-cashier vouchers, and ensures proper billing and
collections. The FA reviews invoices for accuracy prior to processing for
payment and prepares payment vouchers and imprest fund disbursements. The FA
tracks invoices and open obligations to ensure that vendors are paid promptly
and can identify when a payment is overdue. The FA assists in quarterly budget
review, establishes and maintains necessary tracking systems for EFT payments;
prints payment confirmation for payments made to vendors; photocopies and
maintains records of all non-cashier payment vouchers to be shipped to Peace
Corps HQ. The FA maintains complete and accurate voucher records so that they
are readily accessible for inquiries by vendors or auditors.
The FA serves
as Billing and Collections manager and ensures that billing procedures and
records are compliant with regulations and policies; coordinates with the
Cashier and Executive Assistant regarding payments of Bills of Collection.
Monitors time and attendance for staff. The FA regularly monitors Peace Corps
Financial System outstanding collections report and ensures timely clearing of
BOCs. The FA prepares and monitors quarterly VAT reimbursements. The FA acts as
Alternate Cashier.
REQUIRED QUALIFICATIONS
Knowledge: Good
knowledge of finance management and/or banking and must be able to understand
and apply standardized government regulations; applicable global accounts
payable procurement regulations pertinent to contract management; basic finance
and accounting with basic imprest experience.
Education:
Degree or
Advanced Diploma in Finance, Accounting, Business or related field.
Prior Work Experience:
Minimum of two
years of related work experience required, preferably with the US Government
but not necessary.
Language Proficiency:
Fluent English
(written and spoken) required;
Fluent
Kinyarwanda (written and spoken) preferred.
Abilities and Skills:
Good
interpersonal skills/relationships, outgoing, independent worker, highly
organized, proactive, hardworking, focused, and must have attention to detail.
