Job
Description:
Population
Media Center (PMC) is seeking applications from suitably qualified and
experienced candidates for the position as Resident Representative in Rwanda.
The Resident Representative will provide vision, overall technical and
programmatic leadership, and managerial oversight for PMC’s program in
Rwanda. 
This
is a senior-level management position. The Resident Representative will lead a
team of administrative and creative professionals to develop and manage a
multi-faceted behaviour change communication strategy dealing with issues
including child protection, violence against children, reproductive health,
environmental protection, contraceptive use, safe motherhood and women’s and
girls’ rights. The Resident Representative will drive successful implementation
of all aspects of PMC’s activities in Rwanda.  PMC’s programs include
formative research to design a long-running serial drama on television or
radio, production of the serial drama, media extensions to further the reach of
the drama and extend the storytelling (transmedia), community-based activities
in support of the drama, and quantitative and qualitative evaluation to measure
the effects of the program.
The
Resident Representative will be responsible for the overall development
(fundraising, networking and collaboration with partners), management (financial,
administrative, and programmatic and compliance), and representation of PMC’s
activities in Rwanda. With support from PMC headquarters staff, the Resident
Representative will be responsible for building a long-term platform for PMC in
Rwanda.
Responsibilities:
Program
Management
  • Oversee
    and supervise the effective implementation, management, and evaluation of
    PMC’s activities of the program in Rwanda to achieve results in an
    efficient and cost-effective manner.  The Resident Representative is
    responsible for hiring and supervising in-country staff and contract
    personnel. 
  • Build
    and manage relations with donors, governments, international and local
    NGOs, and broadcast partners
  • Develop
    annual work plans and budgets as required, and work with PMC HQ staff to
    plan program activities
  • Direct,
    plan and coordinate the work of the program staff including supervision
    and evaluation, training and team building
  • Provide
    financial management and monitor expenditures of country program,
    consistent with the policies and procedures of all donors and PMC
  • Contribute
    to PMC organizational  learning by capturing and sharing reports on
    key activities, processes, and systems
  • Ensure
    that PMC projects in Rwanda are technically sound, evidence-based, and
    responsive to the needs of Rwanda, its people, and project donors
  • Develop
    and maintain strong working relationships with donors, relevant government
    Ministries and Agencies in Rwanda, as well as any other implementation
    partners to maximize resources and sustainability
  • Draft
    reports to donors as required, and submit donor reports and monthly
    activity and financial reports to PMC HQ in a timely manner
Technical
& Program Leadership
  • Collaborate
    and coordinate program activities with Ministry partners, television and
    radio representatives, and health agents
  • Represent
    PMC in national and international meetings, conferences and presentations
    as needed
  • Understand
    and be able to effectively communicate and present PMC’s unique behavior
    change communication strategy of entertainment-education via mass media
  • Drive
    innovative ways (e.g., media extensions, use of social and other new
    media) to reach target audiences
  • Facilitate
    meetings of the technical advisory committee during implementation of the
    project
  • Represent
    PMC in professional circles through meetings, conferences and
    presentations in Rwanda
Resource
Mobilization
  • Ensure
    the continuity and growth of programs and funding in Rwanda
  • Fundraise
    for activities for PMC in Rwanda, working successfully with existing and
    new sources of funds, including corporate sources
  • Cultivate
    and maintain strong strategic relationships and alliances with ministries,
    donors, implementing partners and other key stakeholders to advance PMC’s
    program and long term presence in Rwanda
  • Provide
    analyses of in-country new program development opportunities to the
    relevant staff in the new program development at PMC headquarters
Required
Qualifications:
The
right candidate will enthusiastically assume full ownership of all program operations
and consistently generate donor deliverables that result in continuing
financial support. S/he will embrace the measurable accountability of this
role, and will be an entrepreneurial leader who combines forward-thinking
strategic innovation and external representation abilities with rigorous and
disciplined internal management of multiple functions.
  • Advanced
    degree (minimum Masters’) in public health, communications, social
    sciences, health administration, international health, or similar field; or
    extensive experience in the field that proves the candidate has gained the
    necessary knowledge, skills, and abilities to be able to perform the
    functions of the position proficiently
  • 10+
    years of NGO project management experience, with minimum 2 years senior
    management experience in regional/national project managing an annual
    budget of at least USD 1 million and a staff of 10+ people
  • Knowledge
    of health infrastructure in Rwanda highly preferred
  • Demonstrable
    commitment to reproductive health and related social and health goals
  • Experience
    in program design and development is highly desirable
  • Experience
    in television/radio broadcasting, as well as Behavior Change Communication
    a plus
  • Full
    professional proficiency in English and Kinyarwanda
  • Experience
    in business development, including proposal writing and negotiating with
    multi and bi-lateral donors, host country government, private corporations
    and partner organizations
  • Demonstrated
    skills including excellent verbal and written communication abilities,
    organizational leadership, strategic thinking,  and organizational
    team-building and capacity development
  • Ability
    to work in a complex environment with multiple tasks, short deadlines and
    intense pressure to perform.  Strong communication and management
    skills are essential.
