Background
Private
Sector Driven Agricultural Growth (PSDAG) is a five-year (August 2014- August
2019) US Agency for International De

velopment (USAID) funded initiative
implemented by International Resources Group (IRG) with the aim of increasing
smallholder incomes by promoting private sector investment. PSDAG has two
primary complementary objectives:  (1) To assist the Government of Rwanda
to increase private sector investment, and (2) To facilitate increased private
sector investment by upgrading agricultural value chains.

USAID
Private Sector Driven Agricultural Growth (PSDAG) Project would like to recruit
qualified candidate for the position of Procurement Assistant for a
period of 3 months.
Mission
The
Procurement Assistant supports the Director of Finance, Operations and
Compliance and the overall objectives of the project my managing all
procurement processes, documentation and filing. The Procurement Assistant is
responsible for initiating and overseeing the procurement process from
beginning to end, working closely with other administration and technical team
members to obtain and refine clear specifications for goods and services
required and communicating the competition requirement and time required
completing the procurement.
Key
Duties and Responsibilities
  • Review
    and be familiar with the PSDAG procurement manual and IRG policies,
    routinely consulting the policy manual and US government rules and
    regulations to ensure that procurements comply with these policies and
    regulations;
  • Respond
    to requests for procurement, obtaining internal approvals required and
    working with the requester to finalize the specifications and scope of
    work;
  • Identify
    and plan the competition process based on PSDAG and USG policy and
    regulations;
  • Ensure
    that competition is done fairly;
  • Identify
    members of selection committees and oversee the selection process;
  • Document
    all quotes and complete memoranda of negotiation;
  • Ensure
    that all files are organized and available in hard copy and soft copies;
  • Track
    all procurement in a Procurement Log and make this log available on
    monthly basis;
  • Assist
    the Director of Finance, Operations and Compliance with cash flow
    projections and requests for home office;
  • Serve
    as the point person for all communication with vendors and consultants regarding
    contractual issues, invoices and payments.
  • Perform
    any other relateddutiesas requested by the supervisor or the Director of
    Finance, Operations and Compliance.
 Qualifications
  • Bachelor’s
    degree in Business Administration or related field;
  • 3years’
    professional work experience for an international organization;
  • Knowledge
    of procurement procedures and tools;
  • Good
    knowledge of office Management software (Excel, MS Word, Outlook, etc.);
  • Strong
    Analytical and organizational skills;
  • Demonstrated
    continuous education and specialized trainings in procurement and
    logistics management;
  • Proven
    knowledge of USAID procurement rules and regulations;
  • Communication
    skills in English (reading/writing) is required;
  • Good
    organizational skills; able to work with a light supervision;
  • Past
    experience with USAID funded projects would be an added asset.
