IMBARAGA is a national non-governmental
Organization with the mission of promoting the socio- economic and political
interests of its farmer members. IMBARAGA in partnership with
Cultivating New Frontiers in Agriculture (CNFA)
is implementing a project
titled “FEED THE FUTURE RWANDA HINGA WEZE” that aims to promote
sustainable intensification of smallholder farming systems and
climate-smart agricultural production in Western and Southern Province of
Rwanda.

Rwandan Citizens to fill the following positions as follows:

1. Job Title: District
Productivity Officer (06)
Location: At District level
Reporting toDistrict Manager&
Agriculture Productivity Advisor

Position
Description:
Reporting to the District Manager, the District
Productivity Officer will implement and
monitor all agriculture productivity activities of Feed the Future Rwanda Hinga
Weze. All the District officers will be based respectively in Karongi, Rutsiro,
Ngororero, Nyabihu and Nyamasheke Districts in western province and southern
province (Nyamagabe) on the basis of one officer per District.
Duties
and Responsibilities:
– Responsible for ensuring the completion of
District-level productivity activities in adherence to the proposed work plan;
Collaborate
with agriculture productivity unit to ensure smooth implementation of
agriculture productivity activities;
– Strengthen the Twigire Muhinzi model through
training of farmer promoters, Farmer field school facilitators on sustainable
high yielding technologies including
but not
limited to Integrated Soil fertility management (ISFM), Integrated Pest
Management (IPM) + climate smart agriculture (CSA);
Train farmer promoters, farmer
field school facilitators, farmer groups/cooperatives on demonstrations
establishment: plots layout with required plot size and ensure that all
required inputs are correctly applied, at the right rates and at the right time
as stipulated in the protocol
– Collect soil samples before the establishment of
demonstrations and at the end of the demonstration if needed;
– Identify agro-forestry trees and fodder grasses
suitable for rehabilitated and constructed terraces as well as for other
farms/lands where they are needed;
– Train and assist farmer groups/cooperatives to
establish nurseries for agro-forestry and fruit trees;
– Identify, select and prepare a list of sites
suitable for field days and collaborate with District outreach officer to
mobilize farmers and other stakeholders to attend field days;
– Conduct a review with the farmers participating in
Hinga Weze agriculture productivity activities and others to further highlight
the impact of the innovative technologies;
– Support input supply/distribution in the assigned
District and support the agro-dealers’
capacity building program;
Organize
coaching sessions to agro-dealers to apply skills acquired during trainings
– Prepare weekly, monthly, quarterly and annual
reports and other reports as needed;
– Undertake other assignments and tasks at the
request of District Manager.
Qualifications:




A Rwandan
citizen with at least a Bachelor’s or equivalent in Soil Sciences, crop
production, Agriculture development or related field;
2-5 years
of experience of agricultural extension, agricultural production, integrated
soil fertility management, integrated pest management, and input supply;
Experience
in the use of climate smart inputs;
Experience
in agricultural extension and integration of nutrition-sensitive agriculture;
Experience
in working with farmer groups and cooperatives;
Demonstrated
ability to interact and communicate with wide range of stakeholders both
verbally and in writing;
Effective
collaboration; willingness to innovate and ability to think systematically;
Possessing
a motorcycle driving license would be a proven advantage;
Fluent in
Kinyarwanda, advanced level of English, and French.
2. Position Title: District
Business, Market and Finance Development Officer (06)
Location: At District level
Reporting to: District
Manager & Business, Market and Finance Development Unit

Position
Description:
The District Business, Market, and Finance
Development officers are responsible for
the implementation of business, market and finance development interventions at
the district level and coordinating with other district level staff. They will
be based in Karongi, Rutsiro, Ngororero, Nyabihu and Nyamasheke Districts in
western province and southern province (Nyamagabe) on the basis of one officer
per District.
Main
Duties and Responsibilities:
The main duties of the District Business, Market,
and Finance Development (BMFD)
officer include, but are not limited to:
– Responsible for the implementation, oversight, and
reporting of district interventions related to business development, financial
services and farmers’ access to markets;
– Collaborate with local partners and conduct regular
site visits to ensure effective implementation while coordinating closely with
other district technical team members to increase impact of program
interventions;
– Ensure
the smooth implementation of all market and financial development activities to
promote productivity and sales and improve household-level consumption of
nutritious foods and collaboratively plan activities to ensure interventions
stimulate and support results;

Coordinate with the District Agriculture Productivity Officer to develop
strategies that promote smallholder uptake of improved inputs, practices, and
post-harvest technologies that increase market competitiveness and reduce labor
and costs;
– Undertake other
assignments or tasks at the request of the Deputy Chief of Party or BMFD
director.
Qualifications:
– Rwandan Citizen with university degree in business
studies, agribusiness, economics or relevant qualification 
– At least three (3) years progressively responsible
work experience in managing district-level interventions related to
agricultural finance, value chain development, agricultural investment, private
sector investment management and/or access to finance;
– Demonstrated ability to interact and communicate
with wide range of stakeholders both verbally and in writing;
– Demonstrated ability to collaborate, willingness to
innovate and ability to think systematically;
– Proven experience in managing multiple and competing
tasks while maintaining quality of deliverables within deadlines;
– Advanced oral and written communication skills in
English required; Kinyarwanda and French also preferred.
– Willing to be able to travel within district area.
3. Position Title: District
Monitoring and Evaluation Officer (06)
Location: At District level
Reporting to: Monitoring
Evaluation and Learning Unit

Position
Description
Responsible
for data collection and aggregation at the district level and transmitting it
to the Monitoring Evaluation and Learning (MEL) Unit. Responsible for
implementing MEL activities at the district level. They will be based in
Karongi, Rutsiro, Ngororero, Nyabihu and Nyamasheke Districts in western
province and southern province (Nyamagabe) on the basis of one officer per
District.

Responsibilities:
Program Management
– Working with the MEL Unit to assist in producing
resource materials, deliver training, make presentations and organize
events/other activities to ensure development and maintenance of sound
monitoring, evaluation and impact assessment.
– Undertake regular visits to programs to support
monitoring, evaluation, impact assessment processes and accountability
processes.
– Monitor and document the progress of program activities
against agreed indicators including Real Time Evaluation in area of
jurisdiction.
– Work with the MEL Unit to monitor and document the
impact of programs to inform overall program strategy.
– Undertake other assignments or tasks at the request
of the MEL Unit
Information Management
– Ensure district Team staff and Partners are
assisted and equipped to consistently and regularly monitor their work
collecting quantitative and qualitative data on programming activities.
– Manage data collation of accurate and timely data
of program activities and consolidate to feed into central data base.
– Facilitate District team M&E meetings, share
M&E guidance and deliver training with district teams. Link with
central M&E team at head office.
– Work with District Outreach Officers, District
Nutrition & Gender Officers and District BMFD officers and Partners to
ensure learning within Hinga Weze at district level.
Accountability
– Prepare and submit reports as required on the
programming activities within district area for internal, donor and beneficiary
community reporting.
– Work with District Team staff (District Outreach
Officers, District Nutrition & Gender Officers and District BMFD officers)
to ensure accountability systems are in place that engage beneficiaries
(especially women and youth), in evaluations, impact assessments and research
in accordance with USAID and other relevant frameworks.·
Communications
– Ensure that project related information is availed
to the district teams.
– Work with district teams to ensure information
relating to Hinga Weze activities is shared widely within communities in which
we are working and provide for their participation and feedback in line with
relevant guidelines and frameworks.
– Prepare communication
materials to partners within area of jurisdiction.
Qualifications:




– Rwandan Citizen with university degree in business
studies, agribusiness, economics or relevant qualification 
– Experience and knowledge of monitoring, evaluation
and impact assessment methods and systems 
– Strong organizational skills and ability to work
under pressure
– Strong interpersonal and community development
skills
– Excellent verbal and written skills in Kinyarwanda
local language and good written and spoken English
– Strong computer proficiency, particularly with
Microsoft Excel and Word.
– Willing to be able to travel within district area.
4. Position Title: Nutrition and
Gender Officer (06)
Location: At District level
Reporting to: District Manager & Nutrition
Specialist

Position
Description:
Based at the district level, the Gender and
Nutrition Officers work with the Senior Nutrition Specialist and District
Outreach Officers to scale nutrition and gender programming at the district and
community level to improve nutritional outcomes for women and children. The
position will build the capacity of trainers/facilitators and mobilize support
from CHWs and care groups to disseminate nutrition and gender messages in line with
the project design. S/he will integrate nutrition and gender themes into
agriculture trainings and ensure that behavioral change communication is
effective in promoting key nutrition and gender messages. The position will
coordinate district meetings related to nutrition, and liaise with government
stakeholders to ensure district-level collaboration and buy-in. S/he will also
support the monitoring,
evaluation and data analysis of the nutrition component of the project making
adjustments to content and activities as appropriate. They will be based in
Karongi, Rutsiro, Ngororero, Nyabihu and Nyamasheke Districts in western
province and southern province (Nyamagabe) on the basis of one officer per
District.


Duties
and Responsibilities:
The main
duties of the Nutrition and Gender Officer are:
– Motivate and train implementing partners to promote
key nutrition and gender approaches throughout the lifetime of the project.
– Coordinate with district officials to update and
implement the District Plan to Eliminate Malnutrition (DPEMs).
– Provide training and supportive supervision around
key nutrition topics to health center staff, CHWs, Sanitation and Hygiene
officers, and Environmental Health Officers.
Disseminate nutritional
information and messages to key district stakeholders.
– Support the development of behavioral change
communications, social mobilization and events to promote improved nutrition,
food safety and gender messages.
– Identify opportunities to engage boys and men in
nutrition activities and build the confidence and capacity of girls and women
as leaders.
Identify and train key community
stakeholders (including school administrators, teacher mentors, managers of
community centers) who work with youth to promote
nutrition and hygiene practices.
– Promote diverse diets by supporting kitchen gardens
and cooking practices.
– Represent Hinga Weze at nutrition meetings
organized at the district level, and strengthen relationships with government
officials to maximize collaboration.
– Evaluate and analyze nutrition and gender data to
inform decisions and program adjustments as appropriate.
– Undertake other
assignments or tasks at the request of the Senior Nutrition Specialist.
Qualifications:
– Rwandan Citizen with university degree in human
nutrition or relevant field with a strong nutrition component.
– Minimum of five (5) years of experience in
health/nutrition sector and gender mainstreaming.
– Demonstrated training capacity using adult based
learning techniques.
– Demonstrated experience in developing and
implementing successful capacity building, mentoring, and supervisory systems
and tools.
– Strong familiarity and understanding of nutrition
and food security in the Rwandan context.
– Excellent organizational skills and ability to work
in fast-paced environment, report writing and presentation skills.
– Familiarity with USAID funded programs and working
for an International NGO would be an asset.
– Fluent in English and advanced level of French and
Kinyarwanda 
– Ability to prioritize and manage multiple tasks
simultaneously;
– Excellent communication and writing skills.
5.
Position Title: District Outreach Officers (18)
Location: District based
Reporting to: District
Manager &Extension Officer

Position
Description:
The
purpose of the District outreach officer is to increase better understanding of
Hinga Weze Activity, goals and objectives, foster ownership of Hinga Weze
Activity to
Districts and farmers, mindset change as well as adoption. The program will be
implemented in the districts of Western Province (Karongi, Rutsiro, Ngororero,
Nyabihu and Nyamasheke), and Southern Province (Nyamagabe) on the basis of 3
outreach officers per District.
Specifically,
the district outreach officers will:
– Participate and assist in organizing extension and
other community mobilization campaigns in all Hinga Weze Activities
– Emphasize on the mobilization of unorganized
smallholder farmers, women’s and youth groups, and key actors in the health
system, such as community health workers (CHWs) who support kitchen gardens and
improved nutrition at household levels
– Assist develop and disseminate of agricultural
information and other Hinga Weze Activity’s related key information to
stakeholders such as on grants manual & procedures, Nutrition sensitive
agriculture, Climate Smart Agriculture, Gender, Twigire Muhinzi, etc.
– Organize training calendar, materials and logistics
for all trainings in HingaWeze Activity at the District while targeting
cooperatives and farmer groups (Twigire and FFS groups).
– In close collaboration with Hinga Weze District
team members, train on agroforestry, liming, soil and water conservation, and a
wide range of climate-smart and nutrition-sensitive inputs and best practices
– In close collaboration with Hinga Weze District
team members, assist in training on Good Agricultural Practices along (1) food
security and income generation crops: Maize and Irish Potato; (2) nutrition
nutrient-rich value chain crops: iron beans, orange-fleshed sweet potato and
horticulture crops
;
– Engage private-sector providers of extension
services such as inputs dealers, relevant NGOs and CSOs, and CHWs in trainings
and other HW activities
;

Coordinate with the Nutrition and SBCC Unity and the Monitoring, Evaluation and
Learning Unit to ensure that nutrition and gender mainstreaming efforts are a
component of all extension activities
.
Qualifications:




– Rwandan citizen with a Bachelor’sdegree in
Agricultural Extension, Community Development, Rural Development,Development
Studies, or related study or equivalent work experience
;
– At least two (2) years of work experience ;
– Advanced oral and written communication
skills in English required; Kinyarwanda and French also preferred.
