Officer Finance and Administration for Decentralisation and Good Governance
Program (DGG)
The
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a
federally owned international cooperation enterprise for sustainable
development with worldwide operations. GIZ has worked in Rwanda for over 30
years. The primary objectives between the Government of Rwanda and the
Federal Republic of Germany are poverty reduction and promotion of
sustainable development. To achieve these objectives, GIZ Rwanda is active in
the sectors of Decentralization and Good Governance, Economic Development and
Employment Promotion, Energy and ICT.
GIZ
Rwanda is searching for a candidate for the position of Senior
Officer Finance and Administration for Decentralisation and
Good Governance Program (DGG).
A. Responsibilities
The
Senior Officer is responsible for
- Supporting
the Head of Program in financial, procurement and administrative
management of the program
- Preparing
of program budget planning with Head of Program and Component Leaders
- Monitoring
of all program expenses in accordance with the budget
- Managing
and monitoring of monthly accounting and financial plans and exchanging
the results with the Senior Program Management
- Preparing
of all type of contracts in coordination with country office and head
office in Germany
- Financial
management of local subsidies / financial agreements with partner
organizations
- Training
of partner organizations in budgeting and financial management and
reporting
- Supervising
all support and administrative staff at the program
- Ensuring
that financial and administrative regulations, including filing in DMS
(Documents Management System), are complied with
- Preparing
of audits and internal controls
The
Senior Officer performs the following tasks:
B. Tasks
1. Supervisory
responsibilities
- Responsible
for the assigned business areas, orders, and measures in the group and
for managing all staff members who report to her /him
- Managing
staff in accordance with management principles and guidelines to
promote a sense of corporate identity, enabling employees to carry
out tasks independently and creates scope for creativity and innovation
- Ensuring
compliance with GIZ procedures concerning the program activities
- Responsible
for monitoring and managing staff and ensuring that they provide
cost-effective services according to GIZ O&R (Orientation and Rules)
and the compliance code of conduct
- Carrying
out the annual staff assessment and development talk for staff members
who report to him/her
2. Coordination
- Ensuring
that information is exchanged between program staff, partners and
other institutions
- Accompanying
team members to meetings with partners when contractual matters are
discussed
- Organising
administration team meetings and informing her/his staff on all
important project matters discussed in the management team meeting.
3. Administration
- Securing
diligence in all administrative tasks
- Maintaining
the inventory list up to date and manages the inventory values
- Training
and supervising her /his staff in O&R (Orientation and Rules)
and ensures a well-functioning administrative team
- Securing
smooth procurement processes according to the guidelines and assist the
staff in maintaining stock records.
- Ensuring
that all Contracts are filed in line with GIZ’s filing rules
- Managing
confidential files, specifically in the areas of personnel and
finance
4. Finance
and accounting
- Helping
the Project Management Team (MT) to prepare programme budget planning
- Helping
the Project Management Team to monitor expenses in accordance with
the budget
- Managing
and monitoring the monthly accounting and financial plans
- Preparing
the initiation of contracts with country office and head-quarters and
following -up regularly about the status of the contract preparation
process while using GIZ Tools
- Following
-up of contract payments (Local subsidy contract, consultancy contract,
etc.)
- Checking
requests for funds before release
5. Other
duties/additional tasks
- Performing
other duties and tasks at the request of management
C. Required
qualifications, competencies and experience
Qualifications
- At
least a Bachelor’s degree in accounting, management, finance or
business administration or in another area that is related thereto, with
a focus on management
Professional
experience
- Minimum
5-year professional experience in a similar or comparable position
Other
knowledge, additional competencies
- Very
good working knowledge of Information and communication technologies.
- A
proven track record in a managerial position
- Fluent
written and oral knowledge of the English language, a working knowledge
of French and the German language would constitute an additional
asset
