To Provide medical insurance to GIZ national personnel & their dependents
Introduction
GIZ (German Development Cooperation) is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. Its primary objectives are poverty reduction and promotion of sustainable development.
In order to fulfil its role of duty of care toward national personnel, GIZ office Rwanda is looking for an insurance provider company capable to provide adequate and tailored custom-made health insurance in favour to GIZ national personnel for one-year period time August 2022 to July 2023.
PART I: General Requirement
Please read the package carefully and comply with all submission guidelines. Failure to comply with guidelines may disqualify your offer.
The table below provides basic information about the inquiry of offers. Please adhere to the submission deadline below. Late submissions will not be considered.

PART II: SPECIFICATIONS FOR MEDICAL SERVICES
The specifications for this service tender are provided below:
- To provide extensive medical insurance package which covers inpatient visit and outpatient visit such as (consultation, analysis and lab tests, medico surgical treatment, drugs, maternity, hospitalization, eye and dent treatment, …)
- The number of staff and direct dependents. (The accurate staff list will be provided at signature of the contract.)

- List of Medical benefits
The following list summarizes benefits selected for the health insurance package.
But your offer may also include other benefits that may be considered as positive to GIZ national personnel.
- All medical practitioners are certified by the Ministry of Health.
- All medical treatment and drug prescribed by a graduated or registered Doctor and which has been authorized by the Ministry of Health;
- Pregnancy and childbirth comprising pre-natal treatments and examinations, post-natal treatments and examination, new-born accommodation;
- Abnormality, constitutional disability and malformation treatment for new-born;
- Reconstructive surgery following an accident or following surgery for an eligible medical condition;
- Pre-existing, chronic conditions and HIV opportunistic clause;
- Dental treatment clause Rwf …… per family;
- Optical treatment including frames Rwf …..per family;
- Limit of cover for Inpatient Rwf…………/ family;
- Limit of cover for outpatient Rwf…………/ family
- Automatic addition of new-born and spouse at no extra premium;
- Automatic addition of new staff subject to prorate premium;
- Replacement of leaving staff by a joining one at no extra cost;
- Leaving staff will be reimbursed on prorata basis;
- Automatic deactivation of departing beneficiary upon reception of written instruction with no requirement of returning cards;
- list of partners (hospitals and clinics ) to be provided;
- Choosing Doctor on reimbursement basis (where no partnership in place with insurer);
- Individual private room covered.
- The VIP room category is not covered under this policy. However, in case of a member or his/her dependant is admitted in these chambers, the beneficiary will top up the difference compared to the cost of the private room in the same hospital;
- Measures against fraud in medical invoice
- Funeral fee extension: Rwf………./ life, for all the staff and their legal dependants;
- Body check-up once annually for all GIZ staff;
- Circumcision for children and adults;
- Vaccination recommended by RBC or MoH for all members;
- Road Ambulance for emergency cases within Rwanda;
- Family Planning cost
- Utilization report on quarterly basis;
- Claims incurred outside the geographical scope of the policy (Rwanda/East Africa/ India) either during holiday or business trip shall be covered on reimbursement basis within the contract limits;
- Cost of the membership card (where applicable) Rwf ………….; and
- Extension of cover for patient in condition to be treated outside of Rwanda.
Note: you may propose any other extension (Clause) that is deemed advantageous.
PART III: STANDARD PROVISIONS
- Guidelines and Policies. Prospective companies providing this service should also note that a primary requisite for GIZ is to obtain the most advantageous offer on the current market. Whenever possible, offers are required on a competitive basis, and all prices offered will be subject to negotiation, to ensure reasonable contract price is obtained.
- Offer Package. This offer package should not be considered as an award or contract. It is intended solely for the information of prospective suppliers.
- Review of offer Package. Prospective suppliers are solely responsible to examine carefully all of the terms and conditions of this offer package, failure to do so will be at the prospective supplier’s risk and expense. Any ambiguities in the Technical offer or inconsistencies between or among the various provisions of the financial offer package shall be resolved against the prospective supplier.
The offer or proposal shall contain the following parts:

Technical offer:
- Submission letter, signed.
- Copy of Trading License from RDB.
- A valid copy of a tax clearance certificate from RRA
- Copy of Operating License from BNR (regulator)
- Recommendation letters from at least 5 Hospitals /Clinics in Kigali & 1 in each province- letters issued in the last 12 months.
- Recommendation from at least 5 Pharmacies in Kigali & 1 in each province-letters issued in the last 12 months.
- At least 2 reference letters from client with at least 100 staff – letters issued in the last 12 months.
- List technical support team from the insurer (at least 3 technicians) allocated to GIZ account who will be contacted by GIZ staff in case of confusion.

Notification of Contract Award: The offer whose proposal attains the highest score, in accordance with the evaluation criteria in the present request for proposals shall be selected for contract award, subject to satisfactory conclusion of negotiations if deemed necessary.
Payment Terms: GIZ undertakes to pay 100% after negotiating & signing the contract and this will be paid within 15 working days upon reception of an EBM invoice.
