TERMS OF REFERENCE FOR THE RECRUITMENT OF A NATIONAL CERTIFIED CONSULTANT TO PROVIDE TRAINING COURSE ON GENDER RESPONSIVE ECONOMIC POLICY MANAGEMENT INITIATIVE (GEPMI)

Rwanda is among eight pilot countries selected in January 2007 to implement the One UN Reform, which enables the UN System to provide a more effective and coherent response to the needs of the Government of Rwanda and its Development Partners. As part of the UN Country Team, UNDP works with other sister agencies to implement the “One UN – Delivering as One” process.

TERMS OF REFERENCE FOR THE RECRUITMENT OF A NATIONAL CERTIFIED CONSULTANT TO PROVIDE TRAINING COURSE ON GENDER RESPONSIVE ECONOMIC POLICY MANAGEMENT INITIATIVE (GEPMI) 

Background and context 

The Government of Rwanda along with other countries has committed to Gender Equality Promotion and Empowerment of Women/Girls and this is confirmed by subsequent international conventions, and agreements that promote Gender Equality Rwanda has adopted. These include but not limited to the Universal Declaration of Human Rights (1948), Convention on the Elimination of all Forms of Discrimination against Women (1979), Beijing Platform for Action (1995), the Sustainable Development Goals (2015) among others.

At national level, tremendous efforts have been made to position Gender Equality within the National priorities to ensure equitable and Gender Responsive Development. The 2003 Constitution of the Republic of Rwanda as amended in 2015 stresses on Gender Equality by conferring at least 30% of positions to women in decision-making organs and puts in place mechanisms to ensure that men and women, boys and girls are equally contributing and benefiting from the national development.

More specifically, the organic law No. 12/2013/OL/ of 12/09/2013 on state finances and property has institutionalized Gender Responsive Budgeting program and implemented through the annual Gender Budget Statements (GBS) plan as well as their reporting. This has enabled actors /public institutions to allocate public resources that benefit both men and women, boys and girls.

However, despite the achievements and initiatives in place, the gap in capacity to analyze and mainstream gender into planned programs and their budgeting has remained one of the major hindrances to effective gender mainstreaming in Local Government while implementing Gender Responsive Budgeting along with other medium- and long-term district plans. Lastly, some district staff have been trained including Directors of planning, Directors of Agriculture with other staff from MINAGRI and its affiliated agencies, Gender Officers, Planning and M&E officers in the districts along with some staff from Gender Machinery Institutions. But it was realized that there is a need to go further and create a critical mass of experts in all subprograms of districts to fast track the implementation of gender mainstreaming and closing gaps in district plans.

It is from this background that, the MIGEPROF in collaboration with UN Women through the Joint Programme “Leveraging the Full Potential of Gender Equality and Women’s Empowerment to Achieve Rwanda’s Transformation”, have planned a Gender Economic Policy Management Initiatives (GEPMI) training targeting the Directors of Good Governance, Director of  One Stop Center at district, NWC Coordinators at District and Provincial level along other staff from central level and media to be equipped with skills to make appropriate gender analysis and gender mainstreaming in district plans and budgets as well as programs/projects within districts.

Purpose of the consultancy 

The purpose of this consultancy is to equip district staff and newly elected national women’s council coordinator at district level with skills in Gender responsive Economic Policy Management.

Expected deliverables

The proposed interventions must contribute to the following output: “Local and national level Government institutions’ capacities to coordinate and execute gender-responsive development frameworks and budgets are strengthened” 

Under the Joint Programme “Leveraging the Full Potential of Gender Equality and Women’s Empowerment to Achieve Rwanda’s Transformation”, UN Women in collaboration with MIGEPROF is seeking a national certified consultant to enhance skills of district staff and newly elected members of NWC at district and provincial levels (NWC coordinators) in gender responsive, planning, budgeting and economic analysis to support the implementation of national gender equality commitments at local level.

More specifically, the training aims at:

  • Enhancing skills of experts to analyze and mainstream gender perspectives in programmes/ projects, plans and budgets;
  • Increasing the knowledge and understanding of the theories behind gender responsive planning, programming and resource allocation that addresses equitably the needs of men and women, boys and girls;
  • Creating a critical mass of experts that have required skills to use and apply gender responsive tools;
  • Sharing practical experiences and lessons learned to promote gender equality as well as adapting effective strategies;
  • Equipping participants with the knowledge and skills to develop quality GBS that cater for gender dimensions and stresses benefits of both men and women from the district budget.

DURATION AND ADMINISTRATION OF THE CONSULTANCY

The training is targeting 3 different cohorts as previously said. The 1st cohort will be trained from 5th to 10 June 2022, the 2nd from 12-17 June and the 3rd from 19-24 June 2022.

The consultant will sign the contract with UN Women and will be jointly supervised by the Ministry of Gender and Family Promotion and UN Women.

QUALIFICATIONS AND EXPERIENCE

EDUCATION 

  • Master’s degree in development studies, social sciences, women’s and gender studies, development, laws and human rights studies and other relevant subjects
  • Must be a certified trainer in Gender Responsive Economic Policy Management Initiative.

EXPERIENCE

  • Minimum of 5 years of experience in conducting and facilitating training for the professional and civil servant participants, especially related to Gender Responsive Economic Policy Management Initiative
  • Proven working experience with UN, Government, and international organizations facilitating training in gender mainstreaming is an asset

COMPETENCIES

  • The consultancy should be carried out by a national consultant, certified in GEPMI
  • The consultant should provide proof of undertaking similar work by submitting at least 2 certificates of good completion for previous similar consultancies in the same subject line
  • Proven facilitation, presentation and reporting skills
  • Proficiency in written and spoken English and knowledge of Kinyarwanda is required;
