The Community Based Sociotherapy Program (CBSP) was initiated in December 2013 to improve psychosocial well-being and strengthen interpersonal reconciliation and social cohesion at the grass-roots level in Rwanda.
Terms of Reference: Developing a documentary on Mvura Nkuvure (CBS)
Introduction
Community-based sociotherapy, in Rwanda known as Mvura Nkuvure (heal me, I heal you), was introduced in Rwanda after the genocide against the Tutsi aiming to contribute to psychosocial wellbeing, as well as unity and reconciliation. The approach was developed in 2005 and implemented by the Eglise Anglicane du Rwanda (EAR), Byumba Diocese. It started on small scale, first in the northern part of the country and later in Bugesera District. Based on the remarkable outcomes of the approach and the engagement of local communities, the implementation was expanded in 2014 to eight more districts across the country. In 2016, Community Based Sociotherapy Rwanda (CBS Rwanda) was established to consolidate the successes of the intervention and coordinate its expansion. Since 2018 CBS Rwanda is implementing the “Mvura Nkuvure: Intergenerational healing and community reconciliation for sustainable peace” project (Mvura Nkuvure project) with its partners EAR Byumba Diocese, Prison Fellowship Rwanda (PFR) and Duhumurizanye Iwacu Rwanda (DIR).
As part of the Mvura Nkuvure project, CBS Rwanda and partners are organizing a three-day conference on 6 to 8 September 2022 at the Serena Hotel in Kigali. The conference will bring together peacebuilding and mental health and psychosocial support (MHPSS) actors, as well as researchers and scholars to discuss best practices in relation to integrated MHPSS and Peacebuilding approaches, milestones achieved and possible challenges in relation to the intergenerational legacies of the genocide and the psychosocial reintegration of prisoners.
Purpose of Consultancy
The purpose of this assignment is to document the activities of the Mvura Nkuvure project. Therefore, CBS is seeking a documentarist consultant/company to direct and produce a high-quality, 15-20 minutes documentary showcasing the community-based sociotherapy approach and the effects at community and national level. The documentary is intended at an external (national and international) audience and should therefore serve as a summary of CBS activities at all levels.
The documentary should include footage of individual interviews with both sociotherapy group members and concerned authorities and meetings held at community level.
Specific Tasks
- Provide a 15-20 minutes Digital Video Disk (DVD) of the final, approved documentary with adequate background music in finest and high quality video formats including HD, AVI and MP4 In addition to the documentary, capture at least 50 high quality A6 pictures of CBS activities during the field visits.
- Establish a work plan and schedule to conduct interviews with key stakeholders and film clips and images of interviews with CBS key staff. Accompany CBS staff on visits to sites where the project is being currently being implemented (Rulindo, Burera, Nyamagabe, Muhanga, Karongi, Gasabo, Gicumbi, Gatsibo, Nyanza, Nyabihu and Rubavu), and film any other relevant shots based on the approved synopsis.
- Liaise with CBS on production schedules, filming, filming formats and location access.
- In collaboration with CBS and partner organizations, ensure formal (in writing) permission from persons for filming.
- Ensure delivery of all the end products according to the set
- Submit a comprehensive shortlist of the footage filmed including time code translations.
- Draft a brief synopsis and script, setting out the situation of communities and the advocacy process.
- After completing the draft, get it approved by relevant CBS project staff.
- Work with the highest professional ethical standards.
- Conduct interviews in Kinyarwanda and provide timed subtitles in English.
- Ability to travel to various locations and different districts in Rwanda (e.g. Rulindo, Burera, Nyamagabe, Muhanga, Karongi, Gasabo, Gicumbi, Gatsibo, Nyanza, Nyabihu and Rubavu) where the interviewees and groups will be located.
Expected Deliverables
It is expected that the documentarist/company will produce:
- A work plan based on inputs from CBS Rwanda.
- Draft documentary 1: Unedited rough version upon which CBS Rwanda will provide initial inputs.
- Draft documentary 2: Second edited version of film upon which CBS Rwanda will provide final inputs.
- Submission of final master high quality video in HD, AVI and MP4 formats (15-20 minutes).
- Raw footages captured in project areas.
- Provide at-least 50 pictures of CBS activities with name of subject in the picture, brief description of activity, location, and the date picture is captured.
Duration and Location of the Assignment
CBS will sign a contract based on the activity schedule of the film project in June, July and August 2022. During the contract period, based on the activities in the field and in Head offices, CBS Rwanda will inform the documentarist of when to join the CBS team for field visits in order to film the proposed activities. The deadline to submit the final copy will be 19th August 2022.
The documentarist will be required to visit project areas in different parts of different districts in Rwanda (to be decided).
CBS Responsibility
- Establish and facilitate contact with field staff involved and any external contacts needed.
- Coordinate with project staff for the field visits, set appointments, identify content, including thematic cases for documentation.
- Review and approve the work plan, including schedule for filming, timeframe and approach to be used.
- Provide reference material.
- Provide feedback when and where necessary.
- Meet the relevant costs related to this production, as agreed in the contract upon approved offer.
- Review and approve the drafts and final production as stipulated in the deliverables section of contract.
- Assign a staff member to assist the documentary producer.
- Provide transport to the different sites.
Payment Schedule
- 30% upon submission and approval of work plan and story board
- 30 %upon submission and approval of the second draft
- 40% upon submission and approval of the final product
Required Experience
- Have extensive experience (three years or more) in producing documentary films and short time format films. Proof of experience will be submitted with application to bid.
- Extensive experience in producing development-related documentaries for national or international organizations with the aim of reaching both local and international audiences.
- Experience in working with NGOs.
- Excellent technical capacities (state-of-the-art filming equipment, preferably High Definition) to ensure smooth and high-quality production.
- Ability to produce a high-quality broadcast video on tight deadlines on a variety of different issues and subject matter.
Intellectual property
All information pertaining to this project (documentary, audio, digital, project documents, etc.) will belong to CBS Rwanda and shall remain the property of CBS who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used without written permission of CBS Rwanda in line with the national and international Copyright Laws applicable.

- Personal CVs of technical personnel proposed for this project if any, highlighting qualifications and experience in similar projects.
- Related projects in the last 3 years (Name of project/clients, Project size/amount, Project Duration or contract duration (start to end).
- Work references – contact details (e-mail addresses) of referees (firms for whom you have produced similar assignments).
- Copy of 2 previous documentaries or similar products developed.
- Financial proposal indicating consultancy fee (tax inclusive) and a breakdown of expenses (unit price together with other expenses) related to the assignment including transport fees.
