Broadband Systems Corporation, Ltd (“BSC Ltd”) is a licensed Internet Service Provider (ISP) that has been incorporated under the laws and regulations of the Republic of Rwanda. The company is engaged in the business of providing advanced Information Communication Technology (“ICT”) services based on broadband connectivity.

CALL FOR EXPRESSION OF INTEREST FOR SUPPLY OF WORKS, GOODS & SERVICES FOR BSC PLC 

Broadband Systems Corporation Plc (“BSC”) is a licensed Internet Service Provider (ISP) that is incorporated under the laws and regulations of the Republic of Rwanda. The company is engaged in the business of providing advanced Information and Communication Technology (“ICT”) services based on broadband connectivity.

OBJECTIVES OF EXPRESSION OF INTEREST

BSC Plc hereby invites vendors and service providers to express their interest. The purpose of this expression of interest is to pre-qualify the vendors and service providers that will do business with BSC by forming a database of approved Vendor/Service provider register. Bidders should indicate the LOT(S) and should provide a statement of capability and experience indicating that they are eligible to participate in this invitation.

Detailed specifications will only be provided as part of the Invitation To Bid, which will be issued after the closing date of this request for EOI.

The EOI should include a description of the company profile and details of relevant experience.

ELIGIBILITY QUALIFICATION

• Business Registration Certificate
• Tax clearance certificate
• Any evidence of similar supply/provision previously made
• References or contact of references from 4 reputable organizations/institutions.
• Additional consideration will be given to those vendors who attach list of items and brochure or picture of the item available for sale.

Lot 6: Supply of office furniture, tables, chairs etc-

Lot 7: Supply of IT equipment- laptops, desktops, printers, external hard drives, power banks, servers etc

Lot 8: Supply of air conditioners and their maintenance

Lot 9: Supply of fuel for vehicles and generators

Lot 10: Conference packages- Hall, projector screen, flip charts, internet if needed etc

Eligibility Criteria for the Bidders

1. The Company must have a minimum turnover of 3B Rwf during each of the last three financial year i.e. 2019-, 2010- and 2021 respectively. Please attach most current IT return as proof.
2. The Company must have undertaken similar projects in Government/Autonomous organization’s
3. of at least 6 projects
4. of value of at least of 200M Rwf each.
5. The Company must have documented experience in similar field for the last 5 (Five) years. Attach copies of work completion certificates as proof of such experience.
6. Qualified and experienced experts in structured Local Area Networks, Network Administration, and interpersonal skills working under the general supervision  of the company. Provide at least 3 certified field Lan engineers with their qualifications and experience.
7. The company must have at least three similar contracts (similar by scope, nature, and amount), preferably with international / intergovernmental organizations.  Evidence of contracts are required; references from other clients are highly welcomed.
8. The Company must have all its resources based in Rwanda/Kigali.
9. The Company must also submit a detailed write up indicating the technical details.

HOW TO APPLY

Applicants are required to submit an EOI for interested lot(s), with full details of the lot(s) made available to selected applicants.  All EOIs must be submitted on or before the 13-May-2022 in  soft copy via procurement@bsc.rwr in hard copies addressed to:
