Senior Planner- Trade and Tourism Job Vacancy in Uganda at National Planning Authority (NPA)

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling those positions.
JOB TITLE: SENIOR PLANNER- TRADE AND TOURISM (1 POSITION)
Reports to: Head, Production and Trade Planning.

Major function:
This is a middle Managerial position in the Authority and the Officer will be responsible for coordinating and harmonizing the development planning and formulation of plans, policies and strategies particularly in the trade sector

Specific Duties and Responsibilities

The applicant will be responsible for
• Participating in the formulation of national development plans and ensuring that issues of trade, cooperatives, and tourism sub-sectors are adequately incorporated therein
• Monitoring and evaluating the performance of key policies, projects, programmes and development initiatives in trade, cooperatives, and tourism sub-sectors and give guidance on how to improve the performance in accordance with the established NPA guidelines.
• Conducting trade, cooperatives, and tourism related topical research so as to inform development planning processes.
• Providing inputs and advice in the national sectoral budgeting processes in line with the National Development Plan.
• Participating in the preparation and implementation of the departmental work plans

Key Result Areas (KRAs)
• Analyse the economy and come up with strategies (or improving the public service delivery in the sector
• Produce quarterly and half yearly reports on the performance of Trade, cooperatives, and tourism
• Produce planning guidelines and standards on trade, cooperatives, and tourism

Remuneration
Remuneration to all. the above positions will be attractive and commensurate with the responsibilities attached to them.

Job requirement
Person Specification /Qualification
The applicant must have the following qualifications:
• Holder of a honors Degree in Economics, Quantitative Economics; Development Economics from a recognised university plus Masters Degree in Economic Policy and Planning/Development Economic from a recognized University
• Good Knowledge of trade, cooperatives, and tourism policies, regulations, laws and conventions is essential
• Worked for 5 years as Officer -Trade/Cooperatives/Tourism or in a similar position and at least 3 years of which must be at a senior level in a reputable development related institution/organization
