GOAL Uganda’s country programme focuses on two of three of GOAL’S stra¬tegic sectors namely, Health (including WASH and HIV) and Livelihoods. In the Livelihoods sector, GOAL Uganda will be implementing a collaborative project focusing on building productive assets at the community level through a Cash for Work
(CFW) approach in the Abim District in the Central region of Karamoja. This project will directly address the overall objective of the Karamoja Livelihood Programme (KALIP) to “protect and enhance the incomes and food security of agro-pastoral communities and support them in building up their own productive asset base” and the specific objective “productive assets built through labour intensive works and capital injected in the local economy”. Project Manager (KALIP)-Abim District
General Description of the Role
Reporting to the Programme Manager and technically to the Livelihoods Pro¬gramme Advisor, the Project Manager is responsible for implementing GOAL Uganda’s component of a collaborative project focusing on building produc¬tive assets at the community level through a Cash for Work (CFW) approach in the three Districts of Moroto, Napak and Abim in the Central region of Kara¬moja. This project directly addresses the overall objective of the Karamoja Livelihood Programme (KALIP) to “protect and enhance the incomes and food security of agro-pastoral communities and support them in building up their own productive asset base” and the specific objective “productive assets built through labour intensive works and capital injected in the local economy GOAL Uganda’s project component will be implemented in Abim District in the three sub counties of Abim, Lotukei and Alerek. The Project Manager will take overall charge of programmatic and operational deliverables, including implementation of a community based labour-intensive works/agricultural project, budget management and reporting needs in line with the defined organizational and donor requirements. The position holder will also be responsible for quality control of all deliverables including mobili¬sation of technical support from the technical teams at Local Government, and coordination of project activities with other development partners working in the GOAL area of operation and the District Local Government. Key duties will include ensuring effective and efficient use of resources within the project; developing and maintaining effective working relationships with all relevant stakeholders at a district level (Government and Non-Government) in order to promote effective coordination, visibility and appropriate engagement by GOAL as well as participating as an active member of the GOAL Senior Man¬agement Team in Abim and the GOAL Country Programme more generally
Essential Requirements
• University degree in Engineering or related discipline with hands on experience in sustainable livelihoods programming;
• At least 3 years’ experience managing complex livelihoods and infrastructure development programmes Strong management, project planning, organisational, supervisory, interpersonal, and communication skills;
• Proven skills in performance management and capacity building related to staff, institutions and communities
• Willingness to live in Abim District in Karamoja, which is a remote location
Desirable:
• Experience in managing labour-intensive work projects resulting in the creation of agricultural related community assets/infrastructure is extremely desirable
• Experience or knowledge of Karamoja region will be an added advantage.
• Finance management skills;
• Experience in managing and motivating staff
• Proven ability to work creatively and independently;
• Highly motivated and with a desire to work with local communities; Ability to manage stress, work in large and multicultural teams; Competent in Windows, MS office programs, email and database experience;
• Fluency in English, spoken and written;
