Senior Planner Physical Planning Job Vacancy in Uganda at National Planning Authority (NPA)

The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995). It is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda. The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans. Following the review of the Strategic Plan and the Organization Structure, new positions have emerged. In this regard, the Authority is desirous of filling those positions.
JOB TITLE (1): SENIOR PLANNER PHYSICAL PLANNING (POSITION)
Reports to: Head, Infrastructure and Physical Planning

Major junction:
This is a Middle managerial position where the Officer will be responsible for coordination and harmonization of all development planning issues related to Physical Planning, Lands, Housing and Urban Development at all levels in the country.

Specific Duties and Responsibilities
The applicant will be responsible for:
1. Studying Monitoring and evaluating the status of physical planning, land management, housing and growth of Urban Centers in the country.
2. Reviewing and coming up with appropriate national physical planning policies, strategies, programmes and standards.
3. Working with the respective Ministries and other stakeholders to study Uganda’s housing needs based on among other things; trends in population growth, nature and quality of housing, land issues and lessons available from other countries.
4. Periodically assess constraints relating to the provision of basic housing in the country i.e, taxation issues, availability and prices of building materials, access to land, financing and other related problems,
5. Advise on urban and rural land use, and their relation to regional socio-economic development.
6. Proposing measures for decongesting the city and towns In Uganda through planning and appropriate provision of infrastructure
7. Develop Geographical Information Systems, including information acquisition, geographical database development and management

Key Result Areas (KRAs)
1. Analyze the performance of the sector and produce strategies for improvement.
2. Produce physical planning policies and standards.
3. Produce quarterly and half yearly reports on the performance of physical Planning, Lands, Housing and Urban Development in Uganda.

Remuneration
Remuneration to all. the above positions will be attractive and commensurate with the responsibilities attached to them.

Job requirement
Person Specifications/ /Qualification;
The applicant must have the following qualifications:
1. Holder of a Honors Degree in Urban Planning and Development or a closely related discipline from a recognized university plus a Masters Degree in Physical Planning; Urban Planning and Development or a closely related discipline from a recognized university.
2. Worked for at least 5 years as a Physical Planner or in a similar position, and at least 3 years of which must be at officer level in a reputable development related institution / organization.
3. The applicant must have a thorough working knowledge of Public Sector Management, Policy development, and good understanding of the Land issues, Housing and Urban Development sector in Uganda
