Context:

Palladium is seeking qualified candidates for a Chief of Party Position for an upcoming USAID project called Facilitate Investment Required for Sustainable Export (FIRST). The FIRST Activity is expected to start in November with a five-year duration through November 2025. This activity aims to increase Rwanda’s agricultural exports through: 1) facilitation of inclusive policy reforms using evidence-based analysis and strengthened advocacy capacity of the private sector organizations; and 2) supporting local actors (government and private sector) to attract, mobilize and direct public and private financing resources towards productive priority projects.

Position Description:

The Chief of Party (COP) will report to Palladium’s Home Office Project Director. S/He will serve as the primary contact for USAID and will liaise directly with the project’s Contracting Officer’s Representative. Duration: 5 years Location: Kigali, Rwanda

Role and Responsibilities:

  • Leads technical direction and strategy development for Project implementation and ensures an integrated vision across components and partners.
  • Oversee the development and review of annual work plans and budgets.
  • Manage relationships with the Activity partners, stakeholders (public and private), counterparts, and Palladium team members to ensure the quality and timeliness of Project implementation.
  • Motivates staff to perform effectively toward Project objectives, through communication, technical leadership and guidance, team building, and incentives.
  • Ensures effective use of resources, on-time delivery of project activity reports and partner deliverables, and overall compliance with USAID regulations and Palladium policies and procedures.
  • Works with staff to recruit, hire and manage staff and consultants as needed to carry out activities. Serves as the principal liaison between USAID, host-country counterparts, project partners, and Palladium.

Position Requirements

  • Master’s Degree in economics, international development, business, public policy, trade, or a similar field is preferred
  • Extensive expertise in agricultural trade policy, investment policy, investment mobilization, blended finance, and effective policy design
  • Proven track record leading multi-year trade and investment projects for large donor organizations.
  • Extensive experience liaising with Government staff and proven success guiding policy development
  • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
  • Experience as a USAID Chief of Party or Deputy Chief of Party strongly preferred.
  • Experience supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs required
  • Strong leadership, program, organizational management and oral and written communication skills

  • Fluency in English required.
  • French and/or Kinyarwanda is desirable
  • Prior work in Rwanda and/or the broader East African region is strongly preferred
