Project

The Market
Development Facility (MDF) is a multi-country private sector development
program managed by Palladium on behalf of the Australian Government. The
program currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua
New Guinea. MDF utilises a market systems development (MSD) approach to trigger
lasting systemic change and create broad-based, sustainable pro-poor growth. We
are currently recruiting a number of positions for our Core Leadership Team
(CLT). As well as the position of Program Leader outlined below, we are also
recruiting for the positions of Chief Operating Officer, Chief Technical
Officer and Director of Quality & Inclusion.

Program Leader

The Program Leader
will have overall responsibility for MDF performance and outcomes. The Program
Leader will work closely with the CTO and the CLT in the development and
implementation of programme strategy. The role will provide lead an
international and inter-disciplinary team based in multiple country locations.

  • Providing
    leadership to the MDF facility which motivates the team and drives high
    performance;
  • Representing
    MDF to the Australian Department of Foreign Affairs (DFAT) and ensuring
    MDF is fully engaged with its client in all locations and on all relevant
    issues;
  • Overseeing
    the strategic evolution and growth of MDF, ensuring that MDF’s systems support
    and nurture a dynamic and innovative facility;
  • Providing
    strategic oversight of the development and delivery of all key MDF reports
    (Annual Strategic Plan, Annual Report, Annual Aggregation of Results) and
    communications;
  • Overseeing
    capacity development of the MDF team and partners;
  • Ensuring
    that MDF is active in diverse and relevant external forums to demonstrate
    its technical excellence within MSD;
  • Proactively
    mitigating and/or managing emergent issues and risks as they arise.

Requirements

  • Significant
    prior experience in the leadership of a complex donor funded program;
  • Strong
    knowledge of market systems development (ideally within a DFAT context);
  • Demonstrated
    commitment to client responsiveness, and an ability to balance this with
    the technical demands of an MSD program;
  • Experience
    working for large donor organisations such as DFAT, DFID or USAID;
  • Proven
    team management skills, of both peers and direct reports, ideally within a
    cross cultural context;
  • Strong
    English verbal and written communication skills; Knowledge of DFAT
    contract management, policies, procedures, regulations and reporting
    requirements preferable, but not essential.
