Project

The Market
Development Facility (MDF) is a multi-country private sector development
program managed by Palladium on behalf of the Australian Government. The
program currently operates in Fiji, Timor-Leste, Pakistan, Sri Lanka and Papua
New Guinea. MDF utilises a market systems development (MSD) approach to trigger
lasting systemic change and create broad-based, sustainable pro-poor growth. We
are currently recruiting three key positions for our Core Leadership Team
(CLT). As well as the position of Director of Quality & Inclusion outlined
below, we are also recruiting for the positions of Chief Technical Officer and
Chief Operating Officer.

Director of Quality
& Inclusion

The Director,
Quality and Inclusion is one of two Quality and Inclusion Directors within the
MDF Core Leadership Team. Both Directors are responsible for the implementation
of DCED-compliant Monitoring and Results Measurement (MRM), the application and
ongoing development of MDF’s Women’s Economic Empowerment Framework, and the
development of a broader MDF inclusion strategy covering issues such as
disability, ethnicity, religion and nutrition.

This role can be
based in any MDF partner country. MDF is a five year program, and a minimum two
year commitment will be required from the successful applicant, with scope for
extension depending on performance.

  • Continual
    development and application of MDF’s WEE Framework across the whole MDF
    Facility;
  • Driving
    the understanding of WEE and broader inclusion frameworks across the
    Facility;
  • Leading
    initiatives which enhance understanding of the various issues which
    influence the quality of MDF’s impact (e.g., environmental sustainability
    and climate preparedness, system resilience, nutrition);
  • Overseeing
    the implementation of MDF’s MRM system, ensuring good research practices
    and integration of cross-cutting themes;
  • Delivering
    MDF’s Engagement, Influencing and Learning Agenda as relevant to WEE,
    inclusion, MRM, and quality of impact;
  • Management
    and technical oversight of Country Team Quality and Inclusion Units;

Aggregating
results to ensure MDF is compliant with DFAT reporting requirements.

Strong
qualitative and quantitative research skills, ideally including experience in
research in areas such as productivity, poverty and social norms,
sustainability and resilience;

Experience
in the implementation and oversight of a DCED-compliant MRM system;
·        
Ability
to review complex technical findings and translate into simple, actionable
content;
  • Experience
    implementing a market systems development approach, or related development
    approaches;
  • Ability
    to apply capacity development approaches in an international context;
  • Strong
    stakeholder engagement skills, ideally in a donor funded context;
  • Ideally
    a tertiary qualification (or equivalent practical experience);
  • Willingness
    to work in a challenging environment and to travel throughout MDF
    countries.
