aims to improve the socio-economic living conditions of rural women and

reduction related interventions, with a special focus on women. COCOF also
organizes professional trainings and provides technical and financial
assistance for poor Rwandan women to get out of socio-economic and cultural
marginalization.

USAID-Huguka Dukore funded Project in Kamonyi and Ruhango Districts of the
Southern Province.

will be responsible for implementing activities focused on Youth Employment
through agricultural Value Chain, Financial literacy and cooperatives formation
among project beneficiaries.It is in this regard that COCOF is looking for
suitable candidates to fill the following positions:

Under
the supervision of Project Manager, the MEAL Specialistwill undertake the
following specific tasks :

- Serve
as point of contact for communities and Field Officers in line with
tracking and data collection needs,
- Manage
project data collected from communities, including the project database ,
- Support
Field officers for data entry and processing,
- Lead
the implementation of a comprehensive Monitoring and Evaluation Plan
(CMEP),
- Collaborate
with the Project Manager to design data collection instruments, schedules,
analysis methods and applied technologies to promote data harmonization,
- Strengthening
project staff in line with MEAL system ;
- Validate
the accuracy of reported data from the Field officersand conduct visits to
verify implementation of planned activities by COCOF in line with USAID
-Huguka Dukore Project,
- Ensure
that all Field Officers submit timely and complete reports to their
Supervisors,
- Produce
monthly, quarterly and annual reports in relation to the project
activities,
- Collaborate
with the Project Manager to ensure smooth running of the project,
- Collect
and compile M&E data & submit monthly reports to the Project
Manager;
- Collaborate
with EDC |MEAL staff on regular basis in line with YEP|Huguka Dokore
Project implantation
- Build
and maintain positive working relations with local authorities and any
other development Partners for Project sustainability;
- Filing
project supporting documents;
- Perform
any other project responsibilities as assigned by the Supervisors.
Desired
competencies and qualifications

- At
least hold a bachelor’s degree in Agricultural sciences, Economics,
Management ,Statistics, Social sciences, Rural development, Development
studies,
- At
least three years (3) progressive experience in project management in the
field of community development, womenand youth economic empowerment;
- Monitoring
and Evaluation skills in agriculture area;
- Understanding
of SILC and cooperative management based approach;
- Experience
doing data collection required; experience collecting information using
mobile technologies highly desired;
- Excellent
communicator orally and in writing;
- Proficiency
with Microsoft Word, Excel and Power point;
- Innovative,
self -driven and team player;
- Strong
problem solving skills appropriate for vulnerable people;
- Interpersonal
skills with experience of working in multicultural contexts;
- Proven
ability to build strong working relations;
- Fluency
in English and Kinyarwanda. Knowledge of French is an added advantage;
