The
purpose of the post is to effectively implement and respond to the technical
needs of education in one of the 5 Refugee Camps of Gihembe, Nyabiheke, Kigeme,
Mugombwa and Kiziba. The candidate will lead in the implementation and
monitoring of quality education among refugee communities in Early Childhood
Development (ECD); Primary and Secondary Education; Special Needs Education
(SNE) and Out of School Children (OOSC). The role will also include data
management as well as strengthening coordination with UNHCR, and among other
partners in the Education and Emergency sector.

- Develop
sector specific technical approaches, implementation guidelines and tools
and promote implementation - Coordinate
the implementation of the WV Rwanda Education in Emergency project,
including identifying on- going priority areas. - Ensure
that sector budgets are aligned to project designs and DIPs. - Build
capacity of WV Rwanda staff to plan, implement, monitor and evaluate
Education in Emergency project. - Provide
relevant technical advice to WV Rwanda on Education in Emergency technical
issues - Ensure
that the Education in Emergency project adheres to set standards (Donor,
MoE, Government, Education cluster, etc.) - Ensure
integration with other sectors and department to optimize resource use and
program impact. - Conduct
Education in Emergency training/capacity building for project staff and
provide on- going technical support. - Provide
technical support during project implementation to ensure the projects
meets or supersedes established standards. Possibly contextualize
international Technical Models to the context of WV Rwanda (such as
Literacy Boost). - Whenever
necessary, provide surge capacity to field teams with direct
implementation of critical projects. - Maintain
adequate supply of education materials.Coordinate with UNHCR and the WV
Rwanda supply chain department and ensure that education supplies are
procured/delivered in a timely manner.Coordinate with the Gifts in Kind
department for acquisition of education supplies by identifying and
compiling needs, support preparation of distribution plans and preparation
of post distribution reports

- Provide
technical support in needs identification and assessment - Ensure
compliance with donor requirement during project implementation
- Provide
technical support in resource acquisition and project design related to
education. - Write
all technical sections in educationproposals, design the activities per
output, ensure the costing of these activities in coordination with field
teams and finance - Contribute
to the expansion ofthe WV’S education sectorport folio - Contribute
to “ go/no go decision’ for project location and resource allocation
Engagement
and Networking

- Pre-position
WV Rwanda for increased funding by effective representation with relevant
stakeholders especially Clusters donors, partner I/NGOs and technical
working groups to profile WV and influence decision. - Represent
WV Rwanda in sector specific national, regional and global forums deemed
necessary for quality programming and profiling WV Rwanda with donors. - Oversee
regular programming and coordination meetings between the Sector
Specialists. - To
actively engage with various education networks within and outside the
partnership (child rights, gender, peace and reconciliation) and regularly
updates the national office. - Ensure
representation on relevant education cluster and technical working groups
to profile WV Rwanda and influence decision. - Support
field research, analysis and documentation of sector promising practices
in collaboration with Program Effectiveness & Strategy; and
Communications.

- Ensure
technical program quality through the implementation of project review
systems, World Vision’s DME guidelines and policies, and donor
requirements; - Ensure
availability of data whenever it is required - Undertake
periodic project monitoring and technical backstopping - Support
Quality Assurance Team in developing indicators, targets, measurement frameworks
and monitoring plans; provide technical input for ToRs for country-level
and project assessments and evaluations. - Review
draft assessment and evaluation reports to ensure technical quality. - If
needed participate in (Interagency Rapid Needs) Assessments. Review donor
reports to ensure technical quality
Qualifications:
Education/Knowledge/Technical Skills and Experience
Education/Knowledge/Technical Skills and Experience
- Bachelor’s
Degree in Education or relevant subject. Master’s in Education or Social
Science will be an added advantage. - At
least 7 years Professional experience (of which 5 years are in Education
in emergency).2 Years of experience working with Refugee Communities will
be an advantage.*Demonstrated experience in project management, - Demonstrated
experience in capacity building, project design and budget management - Strong
understanding of Refugee operational context - Experience
in working with and coordinating with the Government of Rwanda and other
stakeholders - Strong
interpersonal, intercultural and communication skills - Excellent
analytical and written skills, and good computer skills - Fluency
in English, with strong English writing skills. - Additional
qualities: ability to multi-task, ability to handle pressure well, ability
to improvise, flexibility, adaptability to transition.
