1.  
 Background and rationale of the support to partner organisations
Trócaire
is the official overseas development agency of the Catholic Church in Ireland,
established in 1973 and currently has presence in more than 17 countries in
Latin America, Africa and Asia including Rwanda. Trócaire has been operating in
Rwanda since 1994 and is currently implementing a 5 year Strategic plan from
2016-2020 focused on 3 programme pillars: Resource Rights, Women’s Empowerment
and Preparing and Responding to Emergencies. Trócaire does not implement
programme directly. Instead the organisation works in partnership with local
civil society and Catholic organisations in 7 districts in Rwanda.
Trócaire
is committed to working through partnerships to achieve a just world.
Partnership with local civil society organizations is fundamental to Trócaire’s
work in the developing world. However, as a donor organisation, Trócaire has a
set of 18 Minimum Requirements (MR) for Partnership Fundingthat must be
complied with before deciding to support a local partner covering governance,
financial management, gender mainstreaming and safety of staff. These are
benchmarks which Trócaire considers essential practices in any partner agency
before engaging in a partnership.  These requirements provide Trócaire
with the necessary assurance that there is sufficient capacity in a partner
agency to responsibly manage project funds.
In
line with the country strategic plan 2016- 2020, Trócaire decided to engage 2
new partners to strengthen its Women’s empowerment pillar. Following a MR
assessment done, Trócaire wishes to hire the services of a consultant /firms to
supportthe2 new partners to comply with Trócaire Minimum Requirements for
partnership funding.
2.  
 Purpose and scope of the assignment
The
purpose of this terms of reference is to solicit the services of a
consultant/consultancy firm to support 2 Trócaire partners to develop
appropriate policies for Safeguarding of programme participants (including
children), and organization and occupational safety and health (SHE) policy.
3.  
 Responsibilities and Specific Tasks of the consultant
The
following scope of work is envisaged for successful completion of the
assignment:
  • Review
    of assessment reports with regards to the compliance of Trócaire minimum
    requirementsconducted by Trócaire and other relevant documents;
  • Conduct
    a needs assessment to appreciate the real situation of the 2
    partnersvis-à-vis to policies related to Safeguarding of programme
    participants (including children), and organization and staff’s health and
    safety;
  • supporting
    the 2 partners in setting up working strategies to develop the above
    mentioned two policies; and
  • Accompanying
    the above mentioned partners in the process of developing the above
    mentioned 2 policies until they are finalized.
4.  
 Expected Results /Deliverables
  • Needs
    assessment report (max 2 pages per partner)with regard to Safeguarding of
    programme participants  and organization and staff’s health and
    safety for the said partners;
  • Draft
    document policy for the 2 partners with regards to Safeguarding of
    programme participants and organization and staff’s health and safety;
  • Final
    policy documents for the 2 partners with regards to the above mentioned
    policies recommended to the governance structure of the organisations for
    approval.
5.  
 Scope of the Assignment
The
task of supporting Trócaire Partners to develop policies on Safeguarding of
programme participants and organization and staff’s health and safety will take
up to six calendar days (6) in general, involving:

  Duration of the assignment
The
assignment is expected should be conducted within 6 days and is expected to be
completed by the 15thOctober 2017. The consultant/consultancy firm
should ensure that the plan includes:
  • One
    (1) day Review of assessment reports with regards to the compliance of
    Trócaire minimum requirement by the 2 partners conducted by Trócaire
    and  other relevant documents
  • Conducting
    a need assessment  to appreciate the real situation of the partner
    organisations vis-à-vis to policies related to Safeguarding of programme
    participants (including children), and organization and staff’s health and
    safety;
  • One
    (1) day up porting the partners in setting up working strategies to
    develop the above mentioned two policies;
  • Two
    (2) days accompanying the above mentioned partners in the process of
    developing the above mentioned 2 policies until they are finalized; and
  • One
    (1) day reporting about the process and outcome of the development of the
    2 above mentioned policy.
7.  
 Required Expertise
The
consultant/consultancy firm will have:
  • Hold
    a Degree in Economics, Social Sciences, and Development Studies, or
    related fields.
  • Extensive
    experience in developing/ organizational policies, procedures and
    regulations including understanding of relevant legal provisions;
  • Familiarity
    withsafeguarding of participants, organization and staff health and
    safetypolicies and strategies and other related policies;
  • Experience
    of working with CSOs in the area ofdevelopment of organizational policies
    , procedures and strategies;
  • Good
    communication, facilitation and analytical skills, and proficiency in
    English and French; and
  • Good
    understanding of Rwanda’s Occupational Safety and Health (OSH) Policy.
8.  
 Conflict of interest.
Any
conflict of interest involving an applicant must be fully disclosed to
Trócaire. Failure to disclose a conflict may disqualify an applicant or
invalidate an award of the contract. Applicants are required to declare any
current or past work which might reasonably be considered to represent a
conflict of interest.  It will be for Trócaire to decide if any material
conflict of interest exists and applicants in doubt in this regard should seek
the advice of Trócaire.
9.  
 Intellectual property
Any
concepts, guidelines or other material developed during the contract will be
considered as property of Trócaire and may be used by Trócaire.
10.  
 Submission of proposals
Financial
and technical proposal should be submitted by 16October 2017at 16:00 hours by

 with a copy tomodeste.sibomana@trocaire.org
. The financial proposal should be inclusive of tax and in quoted
in Rwandan Francs (RWF). Demonstrable experience and Value for Money (VFM) will
be key considerations in evaluating proposals submitted.  Only suitably
qualified consultants resident in Rwanda will be considered. Any questions
