working in 42 countries all over the globe. In East Africa, we work closely

Reporting
to the Program Director, the Head of Administration works to manage daily
office operations, budget accountancy and administrative staff, negotiate
contracts, manage vendor relationships, act as primary liaison to contractors
and banks, develop and oversee office standard operating procedures.

and responsibilities:

- Manage
administrative and support staff and logistics; define expectations,
provide leadership and support as needed, and evaluate direct reports
regularly - Coordinate
all activities of the administration team and report to the Program
Director - Monitor
and advise on disciplinary matters in accordance with established policies
and procedure - Ensure
that all activities and staff comply with the Rwanda legal requirements - Supervise
budget preparation and its execution in compliance with the public finance
rules and procedures - Monitoring
the monthly and annual operating budgets ; - Supervise
Payments for goods and services ; check conformity and accuracy of
payments requests - Maintain
appropriate Cash Book and General Ledger to Record Revenue and expenditure
operations; supervise preparation of accountancy - Prepare
and draft contracts of employment - Ensure
salary management and timely payment of taxes, preparation of payrolls and
other staff benefits on a regular basis - Oversight
on various service providers for the institution and handling contracts
signed between the institution and private companies - Supervise
preparation of field trips, including organization of transport,
accommodation and per diems - Other
responsibilities and support to the management, as agreed with the Program
Director
Profile:
- Degree
in Finance, Accounting, Business or Management and/or any other related
course of study - At
least 4 years of previous work experience in a similar position; previous
work experience in the INGO sector is an advantage - Fluency
in Kinyarwanda and English; knowledge of French is an asset - Proven
management leadership skills, while taking a “hands on” implementation
approach when needed, in a small organization - Excellent
interpersonal and relationship building skills; very good communication
and negotiation skills - Flexibility
and ability to work on multiple tasks and under pressure - Ability
to use considerable judgment, initiative and independence - Ability
to maintain confidentiality - Driving
license Cat B and D
